RESOLUTION
CITY OF SAINT PAUL, MINNESOTA ��

WHEREAS, The Strip Club Meat & Fish LLC d/b/a The Ship Club Meat & Fish,
located at 378 Maria in Saint Paul, has requested a waiver of the 45-day notice requirement for
issuance of on sale liquor (over 100 seats), on sale liquor 2:00 a.m. closing, and on sale liquor
Sunday licenses; and
WHEREAS, the Dayton's Bluff Community Council has agreed to the waiver of the notice
requirements; and
WHEREAS, licensee understands that this license cannot be effective unless and until all
outstanding building code issues have been resolved as reflected below; and
WHEREAS, the Council finds that the application is in order and there are no grounds for
denial of the license and that failure to grant the waiver and the consequent delay in approving the
license would cause exceptional and unusual hardship to the license applicant; and
WHEREAS, the licensee agrees that in the event a complaint is received prior to the
expiration of the 45-day period and the complaint provides a basis for adverse action against the
license, that the Office ofLicense, Inspections and Environmental Protection may direct the licensee
to immediately discontinue all operations unril a public hearing is scheduled, and that the licensee
shall comply with said directive; now, therefore, be it
RESOLVED, that the 45 day notice requirements of §409.06 of the Saint Paul Legislative
Code are hereby waived and on sale liquor (over 100 seats), on sale liquor 2:00 a.m. closing and
on sale liquor Sunday licenses are issued with conditions to The Strip Club Meat & Fish LLC d/b/a
The Strip Club Meat & Fish, located at 378 Maria in Saint Paul, subject to the agzeement stated
above; and be it
FURTHER RESOLVED, that licensee understands that the license shall have additional
conditions and licensee will be notified of those conditions by the Department of 5afety and
Inspections; and be it

FINALLY RESOLVED, that licensee shall meet the following additional condirion before
the license wiil be issued:
The ventilation of the dishwasher will be brought into compliance with the State
Mechanical Code. This will require that a licensed mechanical contractor obtain a permit
and the work must then be inspected and approved by the City ventilation inspector. This
condition shall be deemed met upon written notice of approval from the City's
ventilation inspector.

• Additional information about the lnvest St. Paut program—including a map of the
focus area, a"wish IisY from the community councils involved, and a flyer about fhe
program was passed around.
• Karin attended a class for first-time home buyers, held at First Lutheran Church, on
our behalf.
• Historic St. Paul is hosting a talk on vacant properties and reuse options at noon on
Thursday, September 6�', at the Landmark Center in downtown St. Paul.
• The Asian Pacific Culfural Center is hosting a meeting to start the planning process
on 8/23.
• A seminar on commercial leases will be hefd on 8/27 from 6 fo 7 pm at the Plaza
Verde Building in Minneapolis.
• An ariicle on Twin City Tees, which appeared ia the Pioneer Press, was passed
around.
• Roy said there was a good turnout at fhe National Night Out event which he hefped
sponsor. He provided many items to give away, and Liquor Wacehouse provided ice
and four 12-packs of pop. He suggested that a fetter of appreciation be sent to them.
• Garry distributed information on the Fall Walk-a-thon, a fundraiser to help fund the
Clean Sidewalks project. This project will sponsor and recruit people fo clean
sidewaiks during the winter, particularly around fire hydrants and bus stops. It witl be
held on Saturday, 10/06, leaving the Pavilion in Mounds Park at 10:00 am and lastin9
until noon.
• Stephanie announced a subdisVict D neighborhood meeting to be hefd 8/21 at 630
pm to discttss a recent rash of burglarles in the area.

374 Maria, Lou udhelmer requests support for waiving the 45-day waiting period for a ful!
liquor ficens .
ou i�troduced the new managers of the restaurant focated at 374 Maria. Currenfly they
manage the Town Taik Diner, a successful and well-regarded restaurani on East Lake Street.
The proposed name of the new restaurant is "The Strip C[ub°; it will offer mid-range steaks
and seafood. Currently, the resfaurant will be open for funch and dinneG but a Sunday
brunch may be added. The target date far opening is mid-October.
Joyce W isdom, a resident near the existing diner and Executive Director of the Lake Street
Council, spoke in support of the new managers and also advocated for approval of waiving
the waiYing period.
The full liquor license has already been approved but the City enforces a 45-day waiting
period. The Iicense is associated with the address but is not transferable; if the business at
that location closes, Yf�e ' uor license is no longer in effect.

Griftin Wheelworks Site Development, 947 Johnson Parkway, Monte Hilleman, Vice
President of Redevelopmenf at the Saint Pauf Port Authority.
Monte discussed the development plans at this site, which is nearAtlantic StreeY and Phalen
Boutevard. Beginning in the 1860s, it was used as a manufacturing and foundry facility, antl
all the waste went into the ground. The site is contaminated and significant cleanup is
required. They are getting federal EPA funding plus state and focal funding totaling $6 miilion.
For additional information on file at MPCA, contact Lupe Verduzco at 651-296-7805.
During the cleanup, a"cultural resources engineer" will be present to determine if there is
anything of a historical nature that should be preserved (not necessarily on site). After the
cleanup, a building of 130,000 square feet could be builf, possibly as early as 2009. We again
discussed our desire for high tech jobs that pay a higher wage.
