THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code, Chapters 60 to
64, inclusive, of the Saint Paul Legislative Code, pertain-
ing to Use Districts, Height Districts, and Rezoning of
certain properties in the City of Saint Paul, as amended,
be and the same is hereby further amended so as to rezone
the following described property from "A" Residence District
to "C" Residence District, to -wit:
Lot 6, Block 25, A. Gotzian's Re- arrangement
of Sigel's Addition, according to the plat
thereof on file and of record in the office
of the Register of Deeds in and for Ramsey
County, Minnesota, being located on the
south side of East Third Street between Earl
and Tell Streets,'
Section 2. This ordinance is hereby declared to
be an emergency ordinance rendered necessary for the preserva-
tion of the public peace, health and safety. `
Section 3. This ordinance shalltake effect and
be in force upon its passage, approval and publication.

etc., be amended so as to. rezone prop-

Addition, on the south side of E. Third
St, between Earl and Frank Sts., to
Class "C" Residence District, the Coun-
cil of the City of Saint Paul has fixed

This is in the matter of the petition of George Ostrand to rezone from
"Alt to 11C11 residence property located on the south side of E. Third
Street between Earl and Tell Streets which is described as Lot 6,
Block 25., Gotzian's Rearrangement of Sigel's Addition.
On May 3, 1963, the Commissioner of Finance reported the petition
sufficient with the owners of 11 of a possible 15 (73.33%x) tracts
of land within the prescribed 100 foot radius having signed the
petition. The site is vacant, and it is proposed to integrate it
with the two adjoining lots to the west which were rezoned to a 11C11
residence district on October 15, 1960 at Mr. Ostrand's request, for
the purpose of developing the site with a nine -unit apartment building.
The subject property consists of a platted lot having a frontage of 40
feet on the south side of E. Third Street and extending to a depth of
124 feet, resulting in an area of 4,960 square feet. The three lots to
be developed would have a total area of 13,516 square feet. North and
across E. Third Street is the Harding High School; east and adjoining is
a single - family residence, farther east in the same block are two single -
family residences; south and across a public alley and fronting on Con-
way Street are several single - family residences; directly west and
adjoining are the two vacant lots classified in a IIC17 residence district.
The Board of Zoning considered this matter at their regular meeting on
May 23, 1963, and because this would be an enlargement of an existing
t1 C11 residence zoning and because the proposed apartment building would
be of a low density, recommend the granting of the petition to rezone
the above described property to a "C" residence district.
