Stat. 462357, Subd.4, hereby requests the Planning Commission to review and make its recommendations regazding the following proposed amendments to the Legislative Code: 5 1 6 7 8 9 10 11 27 28 2. 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 That Saint Paul Legislative Code Section 64.414, entitled "Roof signs" be amended to read as follows: Sec. 64.414. Roof signs. No rooftop si¢ns aze permitted in an z�nina district in the Citv. • .-•- :- • - - _.:: :• ::-.• • - •• --••• • . ..- - � _ ' - - . - That Saint Paul Legislative code Section 64.414, entitled "Roof signs" be amended to read as follows: Sec. 64.414. Roof signs. (a) The supporting members of a roof sign shall appear to be free of any extra bracing as angle irons, guy wires or cables, so as to be an architectural and integral part of the building. Supporting columns of round square or shaped steel members may be erected if required bracing visible to the public is minimized or covered. (b) Roof signs shall be thoroughly secured and anchored to the frame of the building over which they aze constructed and erected. Before any permit is granted for the erection of a roof sign greater in area than fifty (50) square feet, the plans and details of the supporting structure of the new framework, in addition to the shuctural details and calculations of the existing supporting building roof system, shall be filed for review by the zoning administrator. These plans and details shall be certified by a registered professional engineer. (c) Clearance and access. Passage clear of all obstructions shall be left under or around, and immediately adjacent to, all signs exceeding a height of four (4) feet above the roo£ Such passages shall be not less than three (3) feet wide and four (4) feet high. No roof sig� shall exceed• two and one-half (2 and %zl feet above the roof line of a one storv buildine or five (5) feet above the roof line of a two or three storv buildin¢. Roof signs for all other buildines shall not exceed the size limitations in the particulaz zoning district. 1. An "architectural blade" is defined as a roof sign with no legs or braces, designed to look as though it could have been part of the building structure, rather than something suspended from or standing on the building. 2. A roofline is defined as the highest point of the parapet, the break line for mansard and gambrel roofs or the average height between the eaves and ridge for gable and hip roofs. NOW, THEREFORE, BE IT RESOLVED, that the Council of the Ciry of Saint Paul requests the Planning Commission to review and make its recommendations regarding the proposed amendments to Legislative Code § 64.414 as soon as possible and that the Council will otherwise act on these amendments sixty (60) days after these proposed amendments were referred to the Planning Commission.
