WHEREAS; the Council believes efficiency and econ9jiy can 1 �`
best be achieved through a sound program of scheduling 'and
financing capital improvements; be it
RESOLVED, that a permanent committee be established by the
Council, consisting of the Mayor, Comptroller, Commissioner of
Finance, and two other members of the City Council, two repre-
sentatives of labor and two representatives of business; that
said committee appointed by the Council be empowered to appoint,
with the advice and consent of the Council, an advisory group
or groups of citizens consisting of such individuals and
representatives of the public and private organizations and
agencies as the committee shall deem appropriate;
RESOLVED FURTHER, that said committee shall study and
consider long -range capital needs and methods of financing said
needs, make appropriate suggestions and recommendations to the
City Council, and shall examine improvement programs while in
progress to make sure they are being carried out in conformance
with the intent of the Council.
