07-07Council File # Q Green Sheet # �3�3 Presented by RESOLUTION CITY OF SAINT PAUL, MINNESOTA �� 1 WHEREAS, on November 1, 2006, the City Council of the City of Saint Paul adopted Council File #06- 2 1011, said Resolution being the Rarificarion of Assessment for Properry Cleanup from August 15 to 3 August 31, 2006 (File No. J0612A, Assessment No. 8238); and 4 5 WHEREAS, the property at 615 Lawson Avenue East, being described as: 6 Arlington Hills Addition to St. Pau140/45 thru 49 Lot 25 Blk 6; 9 with the properiy identification number 29-29-22-13-0083 was assessed an amount of $350.00, plus any 10 accrued interest, for properry cleanup; and 11 12 WHEREAS, the Legislative Hearing Officer recommends deleting the assessment because the clean up 13 was not the responsibility of this property owner. 14 15 THEREFORE, BE IT RESOLVED, that the amount of the assessment for this property be deleted, and 16 17 BE IT FURTHER RESOLVED, that the reduction of $350.00, plus any accrued insterest, be funded by the 18 Exempt Assessment Fund. December 22, 2006 4:05 PM Page 1 December 19, 2006 Legislative Hearing Minutes 615 Lawson Avenue East (J0612A) D�-D� Page 4 Mr, Betz stated orders were issued on August 15, 2006 to remove a mariress and fumiture from the rear yard with a compl'aance date of August 22, 2006. The property was re-inspected on August 22 and the items were still there. A work order was issued to the Parks Department who did the work on August 24, 2006. He noted that this assessment had been ratified by the City Council on November 1, 2006. Mike Masanz, property owner, stated that when he received the orders, he removed a mamess from the garage area. He was contesting this assessment because he believed the mariresses the City removed were not on his property but on the property belonging to the Salvation Army. He had talked to the Salvation Arxny concerning dumping back by his garage and their properry and they agreed it was a problem. He had also installed a six foot fence because of this problem. Mr. Betz presented a video tape of the clean up which clearly showed two mattresses being removed that were against the building belonging to the Salvation Army. Ms. Moermond recommended deleting the assessment.
