O'Connell OF SAINT PAUL SAINT PAUL Z, MINNESOTA January 3, 1963 This is in the matter of the appeal of E. Lawrence Anderson requesting the relaxation of the lot area requirement for two - family residence use on all of Lots 4,5,6 and the south 10 feet of Lot 3, Sub. of Lot 36 Como Villas. The property is classified in the "B" residence district and has been since 1922.' The combined lots result in a frontage along the west side of Chatsworth Street of 85 feet and extend to a depth of 111 feet, resulting in an area of 9,435 sq. ft. It'is the applicant's intent to divide the property into two equal parcels of land each having frontage of 42.5 feet and an area of 4,717 sq. ft. Under the "B" residence zoning requirements, the pro- posed lots would meet the required minimum lot width of 40 feet but each lot would be deficient in area by 283 square feet as the minimum lot area requirement is 5,000'sq. ft. Field investigation discloses that the subject property is approximately 5 feet above the street grade of Chatsworth Street and that basement gar- ages would be desirable off Chatsworth Street. This would then provide additional yard area at the rear of the lots normally used for garage and parking purposes. The surrounding area uses are predominately single - family with a two - family use now under constructicn to the south and one two - family use to the west. It further discloses that the applicant's request is reasonable and would be in keeping with the purpose and intent of the Zoning Ordinance. In view of the above findings, the Board of Zoning at its regular meeting of December 6, 1962'recommended the granting of the applicant's request as submitted. 4 Very, truly yours, c�--t Herbert C. Lawrence Anderson The property in question-is the South 10 feet of Lot 3, and all of Lots 4,5 and 6, Subdivision of Block 36, Como Villas. This is three 25 foot Lots and 10 -feet of another lot - making a total 6f85 feet . of frontage on the West side of Chatsworth about halfway between " Orchard street and the Northern Pacific tracks and is currently a ` vacant lot.- _ I propose to build two - duplexes on this property, each on a lot 421 feet wide and 111 feet�'deep. The property meets all zoning requirements except the density, If this block were of average size with lots of 120 ft deep it would alees meet this requirement. I feel that the proposed use of the property would be the best utilization of this land and would be an asset to the general area. To follow the current'zoning 0 would,be ,able to build one of the duplexes on a lot 45J feet wide and 111 feet deep. This would leave 39J foot of frontage and only 25 feet of this is a full platted lot and all that could•be built is a single family home 19-feet wide. Since meeting the requirements of the current zoning'would not be wise'I feel the construction of the proposed duplexes would be the highest possible use of this -land.
