WHEREA ( Under Resolution No. C.F. 205588, approved January 17, 1962, the City
Council of Saint Paul has indicated its interest in cooperating with the Metropolitan
Planning Commission, the Minnesota Highway Department, the two central cities, and
the metropolitan counties in a Joint Transportation -Land Use Planning Program for
the Twin Cities Metropolitan Area, and
WHEREAS, It is necessary to give status to the working committees so that they
may proceed in an official manner to expedite the production of a Prospectus and
other work in the preliminary stages of the Joint Program; and
WHEREAS, The central tier of relationships shown on the attached organizational
structure has been recommended by the Executive Committee of the Metropolitan Planning
Commission, and
WHEREAS, In the course of its duties, the City Council of Saint Paul must take
account of marry factors other than those which might emanate from the contemplated
Joint Study, and
WHEREAS, It is necessary that elected officials and the public be fully and
continuously informed on a matter as important as the Joint Transportation -Land Use
41Study; Now, Therefore, Be It
RESOLVED, 1. That the central tier of the attached organizational chart,
dated April 26, 1962, revised October 11, 1962, be approved;
namely, the "MPC- Highway Department relationship ", the
)l Coordinating Committee ", and the "Team ".
2. That said approval, under Item No. 1 above, is made with the
expressed understanding that the City Council of Saint Paul
is,not thereby necessarily obligated to support or approve
the conclusions or recommendations resulting from any pro-
jects of the Joint Transportation -Land Use Planning Program.
3. That the Mayor of Saint Paul schedule regular quarterly meet-
ings and at other times as needed, of elected and other city
and county officials for the purpose of considering reports
as r,to the status, problems and progress of the said Joint Study.

The City Council laid over indefinitely for further consideration
the subject matter of the attached Resolution with reference to cooperation
by Saint Paul with the Metropolitan Planning Commission, the Minnesota
Highway Department, the City of Minneapolis and the Metropolitan Counties
in a joint Transportation -Land Use Planning Program for the Twin Cities
Metropolitan Area.
The Council further requested that you arrange a meeting of the
Director of City Planning and such other officials representing Saint Paul
as you may determine to study the content of this Resolution. Commissioner
James J. Dalglish told the Council that he would like to be included in such
meeting.
