WI�EEREAS, the Cities of Minneapolis and Saint Paul invest millions of tax dollazs each yeaz in
economic development; and
WHEREAS, the goal of economic development funding is the creation of a fmancially strong
community that is meant to benefit all residents of the Twin Cities; and
WHEREAS, according to the 1990 Census, 44,115 people, or 17 percent of the population of the
City of Saint Pau1, live below the poveriy level; and 65,556, or 19 percent of the population of
the City of Minneapolis, live below the poveriy level; and
WIIEREAS, according to the 1990 Census, 65,018 people, or 25% of the population of the City
of Saint Pau1; and 95,899 people, or 27% of the population of Minneapolis, live below the low
income level; and
WHEREAS, many of the new jobs created in the Twin Cities pay less wages than needed to
provide for the basic needs of the employees, at the same time thaf supporting a family at the low
income level in the State of Minnesota costs $23,644 annually for a family of four; and
WHEREAS, the creation of jobs for city residents that pay at or above the poverty level is vital
to the long-term economic health and stability of the Twin Cities; and
WHEREAS, a significant number of residents in the Cities of Saint Paul and Minneapolis are
concerned with the accountability of public investments and that those investments create
household supporting jobs which pay at least a basic needs' salary;
THEREFORE, BE IT RESOLVED, that the Saint Paul City Council and the Minneapolis City
Council establish a Strategic Investment for Living Wage Jobs Task Force to develop and
propose job creation and retention policies for the Cities of Minneapolis and Saint Paul and for
the Saint Paul Housing and Redevelopment Authority and the Minneapolis Community
Development Agency when the Cities' economic development dollars are being allocated; and
BE IT FURTHER RESOLVED, that the proposed policies and guidelines include guidelines
for the creation of new jobs in the Cities of Saint Paui and Minneapolis and target jobs for city
residents which pay wage levels high enough to keep a family above the federal poverry level;
and

FUR'I'I�ER RESOLVED, that said committee be made up of all sectors of the business
community, labor leaders, specialists in economic development, representatives of community-
baSed gloups, and other concerned citizeIIS;-a�c�, and there are no predetexmined outcomes, and;
BE IT FINALLY RESOLVED, that the committee be formed within thirty days of the passing
of this resolution and that the committee report back its recommendations for policies and
standazds to the Saint Paul City Council and the Mimieapolis City Council for consideration and
amendment no Iater than May 1, 1996.
