" ' The subject property is rectangular with the exception of a small J angle removed f ro m the northwest corner of the sit'g. It has a fro of 101.74 feet along the south side of-Munster Avenue, 122 feet al the east side of Wheeler Street and 16.6 feet along the southeaste side of West Seventh Street resulting in an area of approximately sq. ft. and is .presently developed with a single - family residence garage. At the time of the adoption of the Zoning Code (1922) the northwesterly 100 ft. by 100 ft. of this property was classified in the commercial dis- trict and is so- today. This mean s_ that �l0,00b ft. of the 14,922 sq. ft; of the subject property, or 67%, is now-authorized for commercial use. The remaining portion is, in part, classified "A" residence and in part It B" residence. The applicant, in his letter of October 24, 1962, states the purpose of this request is to secure authorization to utilize his property for commercial purposes in its entirety in-the event he decides to relocate his restaurant business now approximately two blocks to the southwest. Field investigation discloses that the properties to the east and south are developed with single- family residences. The property to the west across Wheeler Street is now vacant and classified in the commercial dis- tricts To the north and fronting on West Seventh Street are various commercial uses. McDonough, am'the owner of a certain piece of property located at the intersection of West Seventh, Munster and Wheeler, in the City of Saint Paul, which property is legally described as followst Lot 5, except the South 127 feet thereof, Block 9, Homecroft , an Addition to the City of Saint Paul, according to the recorded plat thereof on file and of record in the office of the Register of Deeds in and for Ramsey County, Min- nesota. The above property measures 112.44 feet East and West by 132.71 feet North and South. The Northwesterly 100 feet by 100 feet is zoned Commercial. The remaining portion of the property is zoned "A" Residence, being a strip 12.44 feet on the East and 32.71 feet on the South, as shown on the attached drawing. I am the President of Gannon's , Inc. , which operates a restaurant at 2728 West Seventh Boulevard. As I am sure you know, the access to our restaurant has been materially lessened by the highway which has been put through in front of our building, and it is necessary to take a circuitous route for the public to get to our restaurant. The above property, title to which is presaltly in my name, was purchased for the purpose of relocating Gannon's , if it becomes necessary because of the access difficulties. The portion of the above property zoned "A" Residence is too a _2_ limited in size and shape for residential use. It can only be utilized in connection with that portion of the property which is zoned Commercial. I, therefore, pursuant to Section 64.03 of the Zoning Code of the City of Saint Paul, do hereby appeal from the "A" Residence zoning of the property` described as follows: Lot 5, except the South 127 feet thereof,, and except the Westerly 100 feet of the Northerly 100 feet thereof, Block '9, Homecroft, an Addition to the City of Saint Paul, according to the recorded plat thereof on file and of record in the office of the Register of Deeds in and for Ramsey County, Minnesota. and do request that Commercial zoning be extended to the entire plot described above and owned by me.
