It was determined that an in-depth salary and benefit survey was needed to meet the clienYs needs that resulted in a prolonged extension to Huinan Resources' usuai completion time of the study. As a result, it was determined appiopriate` to pay''tlie affected individuals from the date Human Resources made its determination that an upgrade to the class was appropnate.
