Ot�- �^ CITY OF SAINT PAUL �� OFFICE OF THE CITY COUNCIL October 23, 2006 TO: Council President Lantry � Councilmembers I � �v�- FROM: Marcia Moermond, Legislative Hearing Officer �a� RE: J0604E1 - Summary Abatement for the Excessive Consumption of Inspection Services for property code violations at 1333 Hague Avenue At last week's Public Hearing, 1333 Hague Avenue was laid over at the October 18 Public Hearing as the property owner could not attend a Legislative Hearing during the day due to her work schedule. This matter was laid over to the October 25 Council meeting for discussion in order to obtain a report from the inspector on this property. Vicki Sheffer spoke with the inspector, John Betz, concerning the charge for excessive consumption of inspection services for this property. The initial order was to remove an inoperable vehicle from the properry and to remove old, dilapidated fencing that had been taken down and was lying on the ground. On re-inspection, the vehicle had been removed, however, the fencing was still there. The properiy was again re-inspected and a new fence had been installed and the old fencing that was on the ground had been removed. He indicated that there was no prior history of violations for this property. Given the fact that the owner had complied with the initial orders to remove the vehicle and subsequently removed the fencing, which she claimed had been frozen to the ground and was unable to remove by the compliance date, as well as the fact that there was no history of previous violations, I recommend delering the assessment in the amount of $70 for excessive consumption of inspection services for the property at 1333 Hague Avenue.
