2 WHEREAS, on August 2, 2006, the Ciry Council of the city of Saint Paul adopted Council File #06-734,
3 said Resolution being the Ratification of Assessment for Property Clean-up from May 16 to May 30, 2006
4(File No. J0607A), Assessment No. 8205); and

6 WHEREAS, the property at 1145 Edumund Avenue, being described as:
8 Sanborn's Midway Addition to St. Paul, Minn. Lot 19 Blk 1;
9
10 with the property identification number 34-29-23-14-0018 was assessed the amount of $388.00 for the
11 property clean-up; and
12
13 WHEREAS, the Legislative Hearing Officer recommends deleting the assessment as the property owner
14 did not receive propert legal notification.

16 THEREFORE, BE IT RESOLVED, the amount of the assessment for this property be deleted in the
17 amount of $388.00, plus any accrued interest; and
18
19 BE IT FURTHER RESOLVED, that the reducrion of $388.00, plus any accrued interest, be funded by the
20 Exempt Assessment Fund.

The hearing was called to order at 10:00 a.m.
STAFF PRESENT: Steve Magner, Neighborhood Housing and Properry Improvement (NHI'I).
3. Appeal of Tamara Hagen for Summary Abatement Assessments for property at
1145 Edmund Avenue. (J0607A)
Ms. Moermond stated that in reviewing the records, it appeared that Ms. Hagen had recently
purchased this property.
Ms. Hagen, property owner, stated she closed on the property on February 24, 2006.
Ms. Moermond stated that a title search should have been done to see if there were any pending
assessments or past assessments against the property. She suggested perhaps some money may
have been escrowed for these assessments.
Mr. Magner stated that the property was inspected in early May and orders were issued to secure
the garage, remove all brush, tree debris and an old water heater from the yard. He believed the
order was sent to the previous owner, Ginger Chaney of Henderson, MN and Eden Prairie, MN.
The only other summary abatement he had of record was to cut ta11 grass and weeds back in 2004
which would have been assessed to the previous owner in 2005.
Ms. Moermond questioned whether the assessment that was being charged was for $388.00. Ms.
Hagen responded that this was correct.
Ms. Moermond stated it appeared the notification was sent to the previous owner. She
recommended the assessment be deleted as the property owner did not receive proper legal
notification.
Mr. Magner stated that if Ms. Hagen received the tax assessment, the City now haf her as the
registered property owner. Any further notifications on Summary Abatement orders from the
City would be sent to her as the owner of record.
