2 WHEREAS, in 1988, a Skyway Governance Committee was established to advise the City
3 Council and the Housing and Redevelopment Authority (HRA) on issues and policies overseeing
4 design, signage, hours of operations and other functions in the skyway system serving the
downtown azea: and

WHEREAS, in 1997, the ordinance establishing the Skyway Govemance Committee was
repealed in its entirety; and
WHEREAS, the Council finds that there has been a noticeable decline in the overall appearance
of the skyway system due to a lack of confornuty in skyway operations and standards; and
WHEREAS, the CapitolRiver Council, a citizen-based participation organization serving the
downtown area in which the skyway system operates, has indicated a willingness to take on the
duties previously assumed by the Skyway Governance Committee; and
WHEREAS, the Council finds that it would be useful accept the CapitolRiver Council's
invitation to establish within the CapitolRiver Council, a Skyway Governance Advisory
Committee that would serve to advise the City Council and City staff on some of the issues
which the previous Skyway Governance Coznmittee had been established to advise upon; NOW,
THEREFORE, BE TT RESOLVED, that the Council of the City of Saint Paul accepts the
CapitolRiver CounciPs invitation to establish a Skyway Governance Advisary Committee to
advised the City Council and City staff on issues relating to the City's skyway system: AND,
BE TT FURTHER RESOLVED, that the Council requests that the various departments of the
City which may have an interest in the skyway system establish a worldng committee which will
facilitate and integrate the advice of the Skyway Governance Advisory Committee into the
City's administration of L.eg. Code Chap. 140, it being expressly understood that the actual
enforcement of the City's skyway regulations and pernut process is the exclusive responsibility
of the City of Saint Paul; AND
BE TI' FINALLY RESOLVED, that the appropriate City officials and the CapitolRiver Council
shall prepare and present a report to the City Council, within a reasonable period of time, on its
progress in preparing and integrating the Skyway Governance Advisory Committee into its role
as an advisory committee to the City
