The circumstances of the emergency were as follows: t
Increased volvme of condemnations for street widenings and openings; and �
a shortage of experienced assessment clerks; additional notices of hear- �
ings to be prepared; increased work due to addition of the City of White ,
Bear L.ake to areas charged for sewer rental. ',
