Garley, the awners of the following described property, appeal is hereby made from the applica- tion of the zoni'ng code and requesting a relaxation of Standard 60.24 � which regards density. The ordinance appealed from is Chapter 64.03, Paragraph 1. � The legal description of the premises is Lots 16, 17, 18, 19, 20 and 21, except the North 40 feet of said lots, Block 6, Winter's Addition to St. Paul. The premises are situated at the Southeast corner of Pierce Butler Route and Victor,ia Avenue, and is presently vacant 1and. The property is presently zoned for apartment house use. The Garleys propose to erect a 23-unit apartment house upon the lots. The ground area is approximately 22,132 square feet. The ordinance ap- pealed from wouTd require 23,000 square feet for the proposed building, or 868 feet more ground area than is available at the site. The proposed building must be so constructed as to hold 23 units, whether or not all of such units are installed. The ground area for 22 or 23 units is the same. The effect of the limitation in this case is to substantially in- crease construction costs per unit and reduce the return to the Garleys without any particular advantage to the neighborhood. Only three two- bedroom units are included in the proposal (the other 20 units are one- bedroom units), '.and hence, the actual population density will not be very great. The existing land use directly South is exclusively residential and con-, tains single and duplex dFrellings. The premises to the West and to the � North are presently industrial. It would therefore appear that the neighborhood will not become overpopulated, notwithstanding the proposed modification of density sCandards as to the building. G 1 ' Attached hereto is a plot plan showing side yards, front and back yards, which we believe adequate and consistent with the development of the City generally, and sufficient parking space for a 23-unit building.
