Coleman place a high priority on early childhood education and supports an Eazly Education Initiative; and WHEREAS, the plamung phase of St. Paul's Early Education initiative involves mapping and assessing the network of eazly education and caze centexs, and establishing mechanisms to help piactitioners identify ways to incxease quality of progams, establishing a pilot preschool scholarship program and aiding parenu in identifying elemenu of a quality program; and WF�REAS, the Minnesota Eazly Leazning Foundarion has agreed to work with the City to establish an Eazly Education Scholarslup program targeting low-income families to improve the quality of eazly education experiences; and WI�EREAS, the Minnesota Eazly Learning Foundation Boazd of D'uectors has awarded a$75,000 plazming grant to the City of Saint Paul for these iniriatives; and WHEREAS, the Mayor pursuant to Section 10.071 of the Charter of the City of Saint Paul, does certify that there aze available for appropriation funds of $75,000 in excess of those estixnated in the 2006 budget; and WHEREAS, the Mayor recommends that the following addition be made to the 2006 budget: O50 - Special Projects General Govemment Fund CURRENT AMENDED FINANCING PLAN BUDGET CHANGES BL3DGET 30118 Barly Childhood Education Pxogcam 6970 Private Crrants 0 75 000 75,000 Total Changes to Financing 75,0�0 SPENDING PLAN 30118 Eazly Childhood Education Program 0114 Full-rime Appointed Salaries 0439 Fringe Benefits Total Changes to Spending 56,912 56,912 18 088 18,088 75,000 THEREFORE BE IT RESOLVED, that the Saim Paul City Council accepts tlris contriburion by the Minnesota Eazly Learning Poundation and approves the changes to the 2006 budget. The purpose of this funding is to support the planning phase of St. Paul's Eazly Education Initiauve. Funds aze to be used to plan and coordinate the following activities: ➢ Map and assess the nerivork of early educarion and care centers that already exist ➢ Establish mechanism(s) to help practitioners identify ways to increase quality of their progams and aid pazents in identifying elements of a quality program through pilot of a quality rating system ➢ Work with MELF to establish an Eazly Education Scholarship program in a Saint Paul neighborhood. The program will target low-income families allowing them to send their chlldren to quality eazly education experiences of their choice and to receive mentoring ➢ Other mutually agreed activities A check for $75,000 is enclosed. As we understand the term of this grant to be through October 31, 2007, please submit a Final Project Report, including all requested materials, by December 31, 2007. The report will help us determine the effectiveness of this grant.
