RESOLVED, that this Council, being flilly advised in the
premises, hereby finds that there exists an emergency by reason of the
affliction of vaxious trees within public boulevaxds and streets of the ,
City of Saint Paul, with so-called "Dutch Elm Disease," where failure to I
act promptly will. work a.n in3ury to the City a.nd wherein the effective 1
protection of the City and its interests will not permit of the delay �
usually attenda.nt upon the advertisement there�or and receipt of '
competitive formal bids for the purchase of necessary supplies or services
or necessary rental of equipment, with or without operators, for the �
abatement or control of said Dutch Elm Disease a.nd the meeting of said
i emergency; that for the meeting of said emergency and in the purchase
�: of necessary supp'lies or services or rental of necessaxy equipment therefor,
�•°_� S: the Purchasing.Agent, with the written consent of the City Comptroller a.nd
�= � Mayor, hereby is authorized to proceed to act without a.dvertisement or
, 0 competitive bids, and hereby such advertisement therefor and competitive °
,,, bids are dispensed, sub�ect to said written cossent of the City Comptroller
_ O a.nd Mayor, in the prem.ises; and •

a RESOLVED FURTHER, that the aggregate expenditure for the _
� � meeting of said emergency hereby authorized shall not exceed $5,000;
and that it appears impracticable that the contractor's employees, in . �
�! regard to any City contract awarded in the premises, be restricted to '
residents of Ra.msey County Minnesota, and, therefore, the residence
, requirement in the nature of such restrictions pertaining to City '
� contracts under Chapter 104 of the Saint Paul Legislative Code, hereby is
_ temporarily waived and suspended in connection with any such City contract
for the meeting of said emergency.
The above mentioned written consent hereby is granted. ,
