THIS IS AN EMERGENCY ORDINANCE RENDERED NECESSARY FOR THE PRE - SERVATION.OF THE PUBLIC PEACE, HEALTH AND SAFETY. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That the Zoning Code, Chapters 60 to 64, inclusive, of the Saint Paul Legislative Code, pertaining to Use Districts, Height Districts, and Rezoning of certain pro- perties in the City of Saint Paul, as amended, be and the same -is hereby further amended so as to rezone the following des- cribed property from "B" Residence District to Commercial District, to- wit::! "Lots 2, 3, 4, Block $, Edmund Rices first addition to St. Paul, and Lot 12, Block 7, Edmund Rice's Fourth Addition; " - situated at the northwest corner of Clark and Whitall Streets-.in Saint Paul. Riordan City Clerk Building P Dear Sir: This is in the matter of the petition of Frank Krejci to rezone from "B" residence to commercial district property located north and-west and adjacent to the northwest corner of Clark and Whitall Streets which is described =as Lots 2, 3, 4, Bloc 61 Edw. Rice's 1st Addition, and Lot 12, Block 7, Rdw. Rice's 4th Addition. On February 11, 1964, the Commissioner of Finance reported the petition sufficient with the owners of 10 of a possible 15 (66 2/3%) tracts of land within the prescribed 100 foot radius having signed the petition. The property is vacant and as indicated on the petition, it is proposed to be developed with a single -story commercial building which would front on Whitall Street and be used as doctors' and professional offices, shops and stores with a portion of the site to be used for off - street parking facilities" This proposal is reflected in a plan submitted by the petitioner. yC, _ The Board of Zoning considered this matter at its regular meeting on March 19, 1964. Because the property south and across Whitall Street is zoned light industry and so developed, and because of the condition of the residences 'in the area, most of which are older homes, it was the feeling of the Board that the proposed use would be beneficial.to the area, and therefore, the Board of Zoning recommends the granting of the petition torrezone the above described property to a commercial district as requested.
