z RESOLUTION APPROVING THE USE OF
3 NElGHBORHOOD STAR INVESTMENT INITtATIVE PROGRAM FUNDS
a FOR PROJECTS IN WARD 2, WARD 3, AND WARD 7
6 WHEREAS, on September 13, 2006 the Neighborhood STAR Board reviewed three proposals
� including the KidsPark/Warming House Project, the Skinner's Pub Patio Project, and the
s Margaret Recreation Center Play Area; and,
�o WHEREAS, the KidsPark/Warming House Project proposal provides for capital improvements to
i i the building that will make for a more efficient use of space for this multi-use facility; and,
�z
�3 WHEREAS, the Skinner's Pub Patio Project provides for capital improvements to the exterior of
ia the building that will make for a significant aesthetic improvement to the Randolph Corridor; and,

�6 WHEREAS, the Margaret Recreation Play Area Project provides for capital improvements and
» enhancements to this heavily used Saint Paul play area; and,
ia
t9 WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of these
zo activities by providing a total of $23,500 from the Ward 3 Neighborhood Initiative Investment
zi Program allocation and $16,800 from the Ward 7 Neighborhood Initiative Investment Program
zz allocation; and,

24 WHEREAS, because these proposals are of substantial community significance, a waiver of the
zs STAR Guidelines in regards to the matching fund requirement is recommended for the Margaret
z6 Recreation Play Area Project and the KidsPark/Warming House Project; and,

2s WHEREAS; a waiver to the STAR Guidelines in regards to the $50,000 threshold for for-profit
z9 businesses is recommended for the Skinner's Pub Patio Project; and,

s� WHEREAS; work on the Skinner Patio Project began on August 1 therefore expenditures
3z occurring after this date shall hereby qualify for funding; now, therefore be it

34 RESOLVED, that upon recommendation of the Mayor, pursuant to Section 10.07.4 of the City
3s Cha�ter, the Gity Council does hereby amend the 2006 budget for the N.I.I.P. program in the
36 following manner:
