The City is required by City code to clean up the property and charge the properry owner for the cost of the clean up.

The hearing was called to order at 10:00 a.m.
STAFF PRESENT: Steve Magner, Neighborhood Housing and Property Improvement (NHPI);
Harold Robinson, NFIPI; Paula Seely, NHPI; Matt Domfeld, NHPI; and Jackie Girling, NF3PI
1. Laid over summary abatement:
J0606B Boarding up at 1187 Payne Avenue
Mr. Robinson stated this was a referral from Fire on a vacant building as the C of O had been revoked
and the west side of the properiy needed to be boarded. The properiy became vacant in April, 2004
and the vacant building fees were due in the amount of $250 for 2004, $375 for 2005 and $500 for
2006. Five summary abatements had also been issued since the property became vacant which were
for cleaning up the yard and tall gras and weeds.
Adewale Adeshina, property owner, asked how he could enter the building if it was boarded. Mr.
Robinson said he still had access to the building by other means. Mr. Adeshina claimed he had tried
calling the Fire Marshal to schedule an inspection of the properry, however, he could never reach
anyone in the office.
Ms. Moermond recommended approving the assessment and told the property owner he needed to pay
the vacant building fees for 2004, 2005 and 2006. Ms. Moermond also recommended to the owner that
he re-instate his C of O and schedule an inspection with Pat Fish.
-� J0608A Property cleanup at 889 East Sixth Street
Raymond Pochardt, property owner, stated he had knee surgery on May 2, 2006 and had not been
living at the properiy and he also had not received the notice to clean up the property. He had
purchased the property in March and previously had lived in Burnsville.
Ms. Moermond asked who the norice was mailed to. Mr. Robinson stated it had been mailed to Peter
McCarty.
Ms. Moermond zecommended deleting the assessment since the owner did not receive proper legal
notice.
2. Considering a stay in implementation of Council File 06-281 for 52 Kin� Street.
Matt O'Hara, properly owner, presented a copy of the title to the properry to provide proof that he was
the legal owner. He aiso presented pictures of 45 Baker Street which he was nearing completion of
rehabilitating the properiy. He had a code compliance inspection done on 52 King and had the list of

Ms. Moermond recommended laying over to September 5 Legislative Hearing and Septembez 6 Public
Hearings. She hoped that she would have an answer for this property owner prioz to the hearing with
her determination.

(This was a conference call which took place from 10:40 to 10:50 a.m.)
Mr. Robinson stated orders were issued May 26, 2006 to cut tall grass and weeds on the entire lot and
boulevard with a compliance date of May 31, 2006. The properiy was re-inspected on May 31, 2006,
the wark had not been done so a work order was issued to the Parks Deparhnent. Parks mowed the
lawn on June 5, 2006. He also pointed out that there had been three previous abatement orders at this
properly.
Lee Chen, property owner stated he had not received the notice until after he returned from a business
trip. He claimed he had called and left a message for the inspector in May, however, Mr. Robinson
had no message in the file except for August 14. Mr. Chen stated that he didn't have enough time to
cutthe grass.
Ms. Moermond suggested he hire a property manager to maintain the property. Mr. Chen stated he
now had a tenant living at one of his other properties taking care of the exterior maintenance of the
building.
Ms. Moerxnond recommended approving the assessment.
