1 RESOLVED, That in accordance with Chapter 62 of the Administrarive Code and Minnesota Statute
2 Chapter 429, the Council of the City of Saint Paul does hereby fix the 1 st day of November 2006 at 530 pm
3 as the date on which the Council will hold a Public Aearing in the City Council Chambers, Saint Paul,
4 Minnesota, to consider the level of Right-of-Way maintenance to be performed in the City of Saint Paul in
5 2007 and the costs to be charged against the benefited properties, and the City Clerk is hereby directed to
6 publish notice of this Hearing pursuant to Minnesota Statute Chapter 429 and the Department of Public
7 Works, Real Estate Division is hereby directed to mail norices to affected properties in accordance with said
$ Chapter 429.

NOTICE OF PUBLIC HEARING
Norice is hereby given that a Public Hearing will be held on the l day of November 2006 at 5:30 pm in the
Saint Paul City Council Chambers, City Hall and Court House, Saint Paul, Minnesota. The purpose of the Public
Aearing is to consider the level of service for Right-of-W ay Maintenance to be performed in the Ciry of Saint
Paul in 2007 and to consider the cost of such service to be charged against benefitted properties in accordance
with Chapter 62 of the Administrakve Code.
The particular service to be performed and rhe estimated costs as proposed by the Degartment of Public Woiks
are as follows:
CLASSI-A - DOWNTOWNSTREETS
Descrirotion:
Class I-A seroice will be performed on all downtown streets (face of curb to face of curb) within the following
boundazies: Kellogg Boulevard on the south and west, Eleventh Street on the north, and Broadway on the east
(except sireets listed in Class T-B, Dowrnown Streets (Brick)).
Pro osed 2007 Level of Services:
The downtown streets will be swept tluee rimes per week and flushed five t¢nes per week. All routine
maintenance, including patching and repairing of street surfaces, tree trinuniug, streetlight xnaintenance, and
snow plowing will be performed on an as-needed basis.
Pro osed Assessment:
All Class I-A service will be assessed at a rate of $1110 per assessable foot for all.
CLASS I-B - DOWNTOWN STREETS -- B( RICK)
Descriprion:
Class I-B service has been performed on all downtown brick streets (face of curb to face of curb): St. Peter St.,
from Kellogg Blvd to Sixth St.; Wabasha, from Kellogg Blvd to Sixth St.; Fourth St., from St. Peter to Wabasha;
Fifth St., from St. Peter to Wabasha; SixtU, from St. Peter to Wabasha; Market St., Kellogg Blvd to Fourth St.;
Market St., Fifth St, to Sixth St.; Washington St., Kellogg to Fourth St.; Fourth St., St. Peter St. to Washington
St.; Fifth St.,_Market to St. Peter St.; Sixth St., Market to St. Peter St.; Kellogg Blvd., north side; Wabasha St,
just west of Minnesota (Wild) Club and adjacent to Xcel Arena; and Kellogg Blvd., south side: Seventh St to the
RiverCentre Parking Ramp.
Pr�osed 2007 Level of Services:
The above listed downtown brick sireets will be swept three times per week and flushed five times per week. All
routine maintenance, including patching and repairing of the brick surfaces, tree h�immnig streetlight
maintenance, and snow plowing will be performed on an as-needed basis.
Provosed Assessment:
A11 Class I-B service will be assessed at a rate of �13.23 per assessable foot for all.

CLASS II- OUTLYING COMMERCIAL AND AR1'ERIAI, STREETS
Descriprion:
Class II service will be performed on all outlying commercial and arterial streeu in the City. These aze the major
arteries in the City and have both heavy volumes of vehiculaz and pedestrian haffic and have frequent business or
commercial properties fronting on them Typical examples would be as follows: University Avenue, Snelling
Avenue, West Sevenih Street, East Seventh S4eet, Rice Street, Payne Avenue, Arcade Street, Smm�ut Avenue,
Grand Avenue and others. All of these Class II streets are accurately defined on a map available for viewing in
the Department of Public Works, 900 City Hall Annex.
Pr000sed 2007 Level of Service:
The Class II streets would be cleaned appzoximately 13 times per season. All routine maintenance, including
patching and repairing of s4eet surfaces, sidewallc maintenance, right-of-way hee maintenance and tiimming,
sueetlight maintenance, and snow plowing will be done on an as-needed basis.
Proroosed Assessment:
Under Class II service there will be rivo assessment rates, one commercial and one residential. The commercial
property rate will be $6_02 per assessable foot and tha residential properry rate will be $2 per assessable foot.
CLASS III - ALL RESIDENTIAL STREET5
Descriorion:
Class III service would be performed on all residential s4eets including oiled streets, paved streets and
intermediate type slreets.
Pr000sed 2007 Level of Service:
Residential streets, including oiled, paved and intermediate streets, will receive a Worough cleaning in the spring
which includes sweeping and flushing. Patching and repair work, sidewallc maintenance, righUOf-way tree
maintenance and Yriimivng streetlight maintenance, and snow plowing will be done on an as-needed basis. To
further improve service and efficiency, a new chip sealing policy became effecUve in 2000: All residential
streets (oiled and paved) will be chip sealed on an 8 year cycle. One-eighth of these residenfial streets (a
total of 64 miles) will be chip sealed each year. In the fall leaves will be picked up from these streets.
Pronosed Assessment:
Under Class III seroice to residential s4eets, we have two assessment categories. The commercial property rate
would be $4_52 pex assessable foot and the residenrial pioperiy rate would be $2_34 per assessable foot.

CLASS IV - ALL OILED AND PAVED ALLEYS
Descriorion:
Class N service would be performed on all oiled, paved and intermediate type alleys within the City.
Proposed 2007 I,evel of Service:
All oiled, paved and intermediate alleys will be swept during the season. All ioutine maintenance, including
patclvng and repair of the alley surface, will be performed on an as-needed basis. To further improve service
and efficiency, a new chip sealing policy became effective in 2000: All residential streets (oiled and paved)
will be chip sealed on an 8 year cycle. One-eighth of these residential streets (a total of 64 miles) will be
chip sealed each year.
Proposed Assessment:
The proposed assessment rate is $.83 per assessable foot for commercial properry and $.53 per assessable foot
for residenrial property.
CLASS V- i1NIMPROVED STREETS
Descrintion:
Class V service will be performed on unimproved sireets. By uiuruproved, we mean those s4eeu that have not
been developed for one reason or another. They aze platted City rights-of-way; however, the abutting residents
have never petirioned for their improvement nor have there been any assessments levied. Because they are City
rights-of-way, the City has the cesponsibility to pecform m;n;mal repaus and maintenance woxk to ieduce
hazazds.
Pronosed 2007 Level of Services:
The maintenance and repau of these s4eets will consist of patching, minor blading, placing of crushed rock and
other stabilized material, right of way tree maintenance and trimming, streetlight maintenance, and snow plowing
in order to make them passable and reduce hazazds.
Pronosed Assessment:
The proposed assessment rate on m�improved s4eets is $2_38 per assessable foot for commercial property and
$1_34 per assessable foot for residential property.

CLASS VI -iINIMPROVED ALLEYS
Description:
Service was performed on ununproved alleys. By unimproved we mean those
alleys that have not been developed for one reason or another. They aze platted City
rights-of-way; however, the abutting residents have never petitioned for their improvement
nor have there been any assessments levied. Because they aze City rights-of-way, the City
has the responsibility to perform m;n;mal repairs and maintenance work re reduce hazazds.

The maintenance and repair of these alleys will consist of patching, minor blading, placing of crushed rock and
other stabilized material in order to make them passable and reduce hazazds.
P�osed Assessment:
The assessment rate on uniniproved alleys is $0_37 per assessable foot for commercial
property and $0_25 per assessable foot for residenrial property.
