1 WHEREAS, The City Council of the City of Saint Paul, pursuant to Chapter 62 of the Administrative Code
2 did hold a public hearing on November 2, 2005, in the City Council Chambers far the purpose of
3 establishing the level of Right-of-Way maintenance to be performed in the City of Saint Paul and the amount
4 of service charges to be levied against benefitted properties; and

6 WHEREAS, The Department of Public Works did perform the 2006 Right-of-Way maintenance services in
� a manner as set forth and approved by the City Council and described in the report of the Depariment of
& Public Works; and

10 WHEREAS, Pursuant to Chapter 62 of the Administrative Code, the Department of Public Works has
11 submitted to the Department of Finance and Management Services a report showing the total cost of street
� 2 maintenance to be $25,453,295 a copy of such report has heretofore been delivered to the City Council;
13 now, therefore, be it

15 gESOLVED, That the City shall pay $8,436,417 of the cost of streets and alley maintenance by using
16 Municipal State Aid ($1,768,139), Tzunk Highway Aid ($302,265) County Aid ($333,466), Miscellaneous
� � Receipts ($1,086,000), Use of Fund Balance ($4,946,547); and be it further

RESOLVED, That a Public Hearing shall be held in the Council Chambers of the City of Saint Paul
at 5:30 P.M. on the 4th day of October 2006 for the purpose of adopting service charges against all benefited
properties to be coliected in the same manner as other real property taxes in 200 J, and the City Clerk is
hereby directed to publish notice of this Hearing pursuant to Muutesota Statute Chapter 429, and the
Deparhnent of Public Warks, Real Estate Division is hereby directed to mail notices in accordance with said
Chapter 429.

NOTICE OF PUBLIC HEARING
Notice is hereby given that a Public Hearing will be held on the 4`" day of October 2006 at 5:30 pm in the
Saint Paul Ciry Council CliamUers, City Hall and Court House, Saint Paul, Minnesota. The purpose of the
Public Hearing is to consider the level of Right-of-Way maintenance performed in the City of Saint Paul in
2006 and to rarify the cost of such service to be chazged against benefited properties in accordance with
Chapter 62 of the Adnnnistrarive Code.
The particulaz service I�as been performed and the estimated costs as proposed by the Department of Public
W orks aze as follows:
CLASS I-A - DOWNTOWN STREETS
Descrivtion_
Class I-A service has been performed on all downtown streets (face of curb to face of curb) within the
following boundaries Kellogg Boulevazd on the south and west, Elevenffi Street on the north, and Broadway
on the east (except slreets listed in Class I-B, Downtown Sheets (Brick)).
2006 Level of Services:
The downtown s4eets have been swept three times per week and flushed five times per week. All routine
maintenance, including patclvng and repairing of street surfaces, uee trimm;,,g, and snow plowing has been
performed on an as-needed basis.
Assessment:
All Class I-A service will be assessed at a rate of $10.30 per assessable foot.
CLASS I-B - DOWNTOWN STREETS BRICK)
Descriorion:
Class I-B service has been performed on all downtown brick streets (face of curb to face of curb): St. Peter
St., from Kellogg Blvd to Sixth St.; Wabasha, from Kellogg Blvd to Sixth St.; Fourth St., from St. Peter to
Wabasha; Fifth St, from St. Peter to Wabasha; Sixth, from St. Peter to Wabasha; Market St., Kellogg Blvd to
Fourth St.; Mazket St., Fifrh St. to Sixth St.; Washington St, Kellogg to Fourth St.; Fourth St., St. Peter St. to
Washington St; Fifth St., Mazket to St Peter St.; Sixth St., Mazket to St. Peter St.; Kellogg Blvd., north side;
Wabasha St, just west of Minnesota (Wild) Club and adjacent to Xcel Arena; and Kellogg Slvd., south side:
Seventh St to the RiverCentre Parking Ramp.
2006 Level of Services:
The downtown s4eets listed above have been swept three times per week and flushed five times per week.
All rourine maintenance, including patching and repairing of the brick street surfaces, tree uimming, and
snow plowing has been performed on an as-needed basis.
Assessment:
All Class I-B service will be assessed at a rate of $12.27 per assessable foot.

CLASS II- OUTLYING COMMERCIAL AND ARTERIAL STREETS
Descriotion:
Class II service has been performed on all outlying commercial and arterial streets in the City. These aze the
major arteries in the City and have both heavy volumes of vehicular and pedestdan traffic and, in most cases,
have business or commercial properties fronting on them Typical examples would be as follows:
University Avenue, Snelling Avenue, West Seventh Street, East Seventh Street, Rice Sheet, Payne Avenue,
P.zcade Street, Sumnut Avenue, Grand Avenue, and othezs. All of these Class II streets are accutately
defined on a map available for viewing in the Deparhnent of Public Works, 900 Ciry Hall Annex.
2006 Level of Service:
The Class TI streets have been swept or cleaned approxunately 13 times per season. All routine maintenance,
including patching and repairing of street surfaces, sidewallc maintenance, right-of-way tree maintenance and
himmuig, and snow plowing has been done on an as-needed basis.
Assessment:
Under Class II service there aze two assessment tates, one commeccial and one residential. The commexcial
property rate is $5_59 pei assessable foot and the residential property rate is $2_29 per assessable foot.
CLASS III - ALL RESIDENTIAL STREETS
Descrirorion:
Class III service has been performed on all residenrial streets including oiled s4eets, paved sh�eets and
intermediate type streets.
2006 Level of Service:
Residenrial streeu, including oiled, paved and intermediate streets, have received a thoxough cleaning in the
spring which included sweeping and flushing. Patching, repair work, sidewallc maintenance, right-of-way
4ee maintenance and trimm;,,g, and snow plowing has been done on an as-needed basis. To further
improve service and efficiency, a new chip sealing policy became effective in 2000: All residentiai
streets (oiled and paved) will be chip sealed on an 8 year cycle. One-eighth of these residential streets
(a total of 64 miles) will be chip sealed each year. In the fall leaves will be picked up from these s4eets.
Assessment:
Under Class III service there aze two assessment rates. The commercial property rate is $4_20 per assessable
foot and the residenrial property rate is �2_17 per assessable foot.

CLASS IV - ALL OILED AND PAVED ALLEYS
Descrinrion:
Class N service has been performed on all oiled, paved and intermediate type alleys within the City.
2006 I,evel of Service:
All oiled, paved and intermediate alleys have been swept during the season. All routine maintenance,
including patck�ing and repau of the alley surface, has been perforsned on an as-needed basis. To further
improve service and effciency, a new chip sealing policy became effective in 2000: All alleys (oiled
and paved) will be chip sealed on an 8 year cycle. One-eighth of the total number of alleys
(appro�imately 254 alleys) will be chip sealed each year.
Assessment:
Under Class N service, thece ace two assessment rates. The commexcial pioperty rate is $0 per assessable
foot and the residential property rate is $0_49 per assessable foot.
CLASS V - UNIMPROVED STI2EETS
Descriorion:
Service has been p�formed on all nnimproved streets. By unixnproved, we mean those sheets that have not
been developed for one reason or another. They aze platted City righzs-of-way; however, the abutting
residents have never peritioned for their improvement nor have there been any assessments levied. Because
they are City rights-of-way, the City has the responsibiliry to perform minunal repairs and maintenance work
on them to reduce any hazazds or potential hazazds.
2006 Level of Services:
The maintenance and repair of these streets has consisted of patching, xninor blading, placing of croshed rock
and other stabilized material, right-of-way tree maintenance and h�imnaing, and snow plowing in order to
make them passable and reduce hazazds.
Assessment:
The assessment rate on unimproved slreets is $2_21 per assessable foot for commercial
property and $1_24 per assessable foot for residential property.

CLASS VI-UNIMPROVED ALLEYS
Description:
Service was perfoimed on unizupmved alleys. By unimproved we mean those
alleys that have not been developed for one reason or another. They are platted City
rights-of-way; howevei, the abutting residents have never petitioned for their improvement
nor have there been any assessments levied. Because they aze City rigJrts-of-way, the Ciry
has ffie responsibility to perform minimal repairs and maintenance work re reduce hazazds.
2006 Level of Services:
The maintenance and repair of these alleys will consist of patching, minor blading, placing of crnshed rock
and other stabilized material in order to make them passable and reduce hazazds.
Assessment:
The assessment rate on nuin��roved alleys is �0_34 per assessable foot for commercial
property and $0_23 per assessable foot for residenfial property.

for the front of the lot.
Residential properties on ouflying commercial and arterial streets will be assessed at
the residenrial rate $2_17 per front foot, commercial properties on residenrial streets
would be assessed at $4.20 per front foot.
Churches and church property would be assessed at the xesidential rate.
The assessment will be included on your properry tax statemem in 2005.
