The Commissioner of Public Works , having had under considera�'ion the pre-
li mi nary order of the Counci 1 known as Counci 1 Fi le No. 217021
approved March llth. 19 64 relative to reconstructin� the sidewalk
on the north aide of Congress St. from.Bidwell St. to Bellows St. and by�doiag all other
work which is necessary and incidental to complete said improvement �
