TI-iE SA{NT PAUL DEPARTMENT OF �IRE AND SAFETY SERVICES: Yage 1 U oi" 1� ___�,.�._ �.�,�w �.: ��r .�..�� We are an all paid/career urban fire and EMS department that provides fire protection, rescue, hazardous materials response, and emergency medical services to the city of Saint Paul, Minnesota, The city is iocated in Ramsey County, and is part of the Minneapolis - Saint Paul Twin Cities metropolitan area. Saint Paui has a permanenf resident population oF 287,151. Our Department serves a 57 square miie first-due response area. The Department maintains a formal mutuai aid agreement with the Minneapolis Fire Department for all fire, EMS, and rescue capabilities we possess. Minneapolis is located immediately adjacent to the city of Saint Paul, just across the Mississippi River to the west, and that city has a population of 380,000. The Saint Paul Department oF Fire and Safety Services also maintains contractuai response obligations to various adjacent statelfederal entities for fire, EMS, hazmat, and rescue services, and throughout the state of Minnesota for our Nazardous Material Emergency Response Team and our Collapsed Structure Rescue Team. Saint Paul is fully prepared to provide the required local investment to suppott this request. PROJECT DESCRIPTION AND BUDGET: Saint Paul has conducted a staffing needs assessment and discovered that we operate an average of seven firefighters short of authorized strength every day. This is due primariiy to authorized absences for sick feave, dependant care, and miiitary leave. This shortage drastically increases overtime costs, poses severe di�culty in meeting the staffing requirements of NFPA 1710, and increases the safety risk to our department personnel and to citizen receiving our services. The Saint Pau� Department of Fire and Safety Services wishes to hire an additional six Firefighters to meet the sta�ng requirements of NFPA 1710, and we look to a 2006 SAFER Gra�t award to help us attain and maintain this critica4 sta�ng level. The six additional personne! would allow us to increase on-duty strength by an additional two firefighters for each of our three shifts. One of these on-duty firefighters would be assigned to Rescue Squad 3, a primary firefighting unit in the city that also handfes technical rescue and coliapsed structure incidents. The additional firefighters wouid enable this unit to meet NFPA requirements and also add an additional USAR trained person to our regional Coilapsed Structure Rescue Team. This team is comprised of department personnel and equipment and operates as part of our department. The addition of this person would streamline our ability to mobilize this team to respond to locai a�d State responses. The other additional on-duty firefighter wouid cover shortages imposed by military leave for firefighters serving America through their National Guard and Reserve obligations. We have 25 firefighters active in the Guard/Reserves, and 5 of those are currently on extended active duty commitments around the globe. In 2005, these members were abse�t from fire department duties a total of 197 days. That number will be higher this year, as add'+tional GuardJReserve members are activated for extended deployment periods. The personnei shortages imposed by miiitary ieave result in a reduction of on-duty firefighter strength we hope to relieve with assistance from a SAFER Grant award. F{NANCIAL NEED: The Saint Paul Department of Fire and Safety Services receives an annual budget from the city of Saint Paui. Revenue sources to the city are mainly from taxpayer support, fee-for-service charges, and state-provided funding calfed Locai Government Aid (LGA), which is designed to keep Iocal tax bases at a manageabie level. The totai city budget for FY 2006 is $536 million. Of that, the fire department receives less than 10°l0, with an operating budget in 2006 of $48,402,387. In 2005, LGA to Saint Paul tofaled $53 million. This was a significant decrease from previous years: $3.5 million less than 2004, $20 million tess than in 2002, and almost $23 million less than 2003 levels. The city is facing a$15,000,000 gap between anticipated revenue and anticipated spending citywide in FY2007. The fire department is afready sfated for at least a$250,000 budget cut for FY 07. Our fire department has a 2006 operating budget of $48,402,387. Our personnel costs make up 86% of the fire departmenYs budgei. Here is a partial breakdown ofi the department budget: — Administration: $1,318,215 — Fire Suppression and EMS (includes all firefightedparamedic salaries): $38,357,160 -- Training: $383,313 — Fire Prevention: $2,259,262 — Fire Safety/Health: $151,945 — Build'fng Maintenance: $916,886 — Vehicie Equipment and Repair: $652,499 -- Emergency Management: $195,027 -- Hazardous Materials: $92,932 Although tfie department continues to receive good financiaf suppoR from the city, the cost of operations and demand for services conGnues to rise at a pace that severely timits available funding for additionaf programs, training and equipment. There is no available funding for additionai personnel without SAFER Grant relief. Without an additio�al outside funding source, meeting NFPA requirements for 2007 wili be impossible. In spite of the severe budget shortFalls, the city is dedicated to meeting iYs fiscaf obligations in support of this SAFER Grant application, and is committed to fulfiiling it's obligations for a SAFER Grant award. The Fire Department pians to meet the match requirements for the five-year performance period of this grant by increasing its revenue stream. The plan inciudes increased fees on inspections and an increase in paramedic transport charges. These increases wouid bring the Department closer to the regional norm for these services and provide a permanent locai funding source to match the federal portion of this grant. The Saint Paul Department of Fire and Safety Services has devoted significant effort to secure federal and state grant funding, especially through various homeland security programs. While enjoying some success in 2003 and 2004, the city and the department suffered many setbacks in this area in 2005: the city was eliminated from Urban Area Securities Initiative (UAS)) funding; it was denied a Fire Protection and Safety Grant; denied a SAFER grant; and denied an AFG for 2005. COST/BENEFIT ANALYSIS: The City of Saint Paul covers 57 square miles witfi a resident population of 287,151. This city is home to critical infrastructure including, our state capitai buitding and associated government facilities, 61 miles of main line railway, 23.5 miles of river watervvay, 17.9 miles of interstate freeway, a downtown airport, multiple hospitals, a coal-fired electrical generating station, a hydro-electric dam, a navigationai lock and dam, and interstate maritime traffic for both passengers and freight at the Port of Saint Paul. Federal assistance to Saint Pau! Fire and Safety Services would provide a significant and most weicome assistance to citizenry and pubiic safety agencies far beyond the borders of Saint Paul. As previously men6oned, we have an extensive response area beyond city limits. Our metropolitan mutual aid agreements and statewide contractual response obligations mean that every citizen in the state benefits from enhanced capabilities and additional sta�ng acquired by this department. The risk of Ieaving front line apparatus under-staffed has additional implications. Rescue Squad 3 has a primary response area which includes the downtown District. This area has always had the highest concentration of hi-rise structures within the city. With a burst of developments in the works the downtown is now facing the prospect of numerous residential hi-rise structures. Fires in these locations are personnel intensive enough as office buildings but doubly so as residentia{ buildings. Engine 13's first-in response district indudes the University of Minnesota campus and the Minnesota State Fairgrounds. For 10 days each August, the State Fair adds over 250,�00 people to our city population, faxing fire suppression resources to the limit. The University of Minnesota campus includes research facilities, instructional facilities, and student housing compiexes. Fire safety and suppression at student housing has been an increasing focus of concem for our department. The staffing needed is essential when responding to fiires in the increasingly over- crowded conditions of these housing units. With a location on the border of the city, meeting the "2 in 2 out" NFPA requirement is crucial to the safety of our personne{ and the quick rescue response to the residents. The projects outlined above help ensure compliance with NFPA i710, enhance the safety of citizens and responders, and help us maintain criticai staffing leveis. OPERATIONAL OUTCOME: The personnei requested above wiii be front line firefighters, and wi{I fi{I current vacancies on front {ine fire suppression units. They are urgently needed by this hard-working urhan fire department, and wil! direetly suppoR Iife-saving, li(e- sustaining operations. The project outlined above is in complete agreement with the priorities and purpose of the SAFER Grant program. Training for the requested personnel will be funded by the department through our normal firefighter academy program 04 instruction. The Saint Paul Fire Department hires Firefighters under rules designed to increase protected class representation within its ranks.
