ORDERS

The hearing was called to order at 1:45 p.m.

Appeal of Robert Gausman to a Correction Notice for property at 451 Selbv Avenue.

Ms. Seely stated the owner was issued orders to hire a licensed electrical contractor by August
25, 2006 to repair the electricity to the property. People's Electric was hired and had pulled a
permit to do the work. Since the outside meter was in such disrepair, her supervisor instructed
her to contact Xcel Energy who went out and turned off the power to the upstairs of the house.
Ms. Williamette presented pictures of the meter and the wiring that was hanging off the side of
the house. It was her opinion there needed to be a permanent reconnect in arder for Xcel to hun
the power back on. She talked to the contractor and had an inspection scheduled for 10 a.m on
August 30, 2006. If she did not find any hazards with the wiring, she would contact Xcel and
have them restore the power to the upper unit.
Ms. Moermond suggested Ms. Seely accompany Ms. Williamette for the inspection.
Robert Gausman, property owner, stated he had electrical work done on the property
approximately 10 to 15 years ago. He was somewhat confused on the issue of the permit that
was pulled at the time and believed it would still be in effect to do the required electrical wark
now. He had contracted with People's Electric to fix the electrical service in his home. They
inspected the wiring and did not believe any safety hazards existed with the current wiring. He
emphasized that he was not stealing any electricity and was unaware that there needed to be a
cover for the missing meter. The power had been turned off to the upstairs where the family had
their bedrooms. He had many health issues that required electricity and was currently using
extension cords to provide power to their rooms. It was his expressed intent that a housing
inspector not be allowed in his house. He did say that the electrical contractor would not begin
the wiring project until he cleaned up the stuff he had accumulated which he did do.
Ms. Moermond told Mr. Gausman that he had to provide access to his house for the electrical
inspector to check the wiring work that was done to determine whether a hazard still exists. The
electrical inspector can determine whether a housing inspection needs to take place. She
encouraged him to continue to clean up the entire interior of the accumulated stuff which is
considered combustible materials.
