06-798Council File # �G —' Green Sheet # 3032156 Presented By RESOLUTION CITY OF SAINT PAUL, MINNESOTA d4� 2 WfIEREAS, pursuant to 1943 Minnesota I.aws, Chap. 500, Sec. 9, Subd.2, the Metropolitan 3 Airports Commission was directed to take over the use, management, operation, regulation, 4 policing and controi of certain lands within the City of Saint Paul known as Holman Field; and 6 7 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 WHEREAS, 1943 Minnesota Laws, Chap. 500, Sec. 9, Subd.2, specifically states that the fee title to the lands laiown as Holman Field remains with the City of Saint Paul; and WHEREAS, on November 28, 1940, the City of Saint Paul deeded a tract of land also within the area known as Holman Field to the state of Minnesota for military puzposes only and when such use is discontinued, the said land shall revert to the City; and WHEREAS, in the event that the land known as Holman Field is no longer used by the Metropolitan Aixport Commission or the state of Minnesota for aiiport or military purposes, the use and management of the said land will return to the City; and WHEREAS, the Council of the City of Saint Paul desires, when these lands are no longer necessary for airport or military purposes and are returned to the City's fuil control, that the City implement a plan to return the lands to a natural state in keeping with their location within the floodplain of the Mississippi River and that the land is specifically managed to facilitate the reestablishment of a natural floodplain ecosystem; NOW, THEREFORE, BE TT RESOLVED, that it is the intent of the Council of the City of Saint Paul, that lands within the area lmown as Holman Field and held in fee or reversionary interest by the City, shall, upon their return to the City, be managed by the City in a manner that will cause the land to return to a natural state in keeping with its location within the floodplain of the Mississippi River and that the said land is specifically managed to facilitate the reestablishment of a natural floodplain ecosystem; AND, BE TT F[JRTHER RESOLVED, that the Council of the City of Saint Paul commends to a future City Council the desire that it shall prepare and implement a management plan for the land that will conserve, enhance, preserve, and protect the land as a natural floodplain ecosystem for the benefit of the public. � Reques[ed by Depaztment of: By: Focm Approved by City Attomey By �.,�'l �- !
