06-791AMEAIDED 8/23j06 RESOLUTION OF SAINT PAUL, MINNESOTA Presented By �� 2 VJHEREAS, the Council of the City of Saint Paul requests the Saint Paul Planning Commission 3 and its staff to examine the City's site plan review and approval ordinance set forth in I.eg. Code 4 § 61.402(c) and prepaze a study, report and recommendation for potential amendment of the site 5 plan review and approval ordinance by including language that would incorporate "Crime 6 Prevention Through Environmental Design" principles anto the City's site plan review process; 7 NOW, THEREFORE, 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 BE IT RESOLVED, that the Council, as set forth below and pursuant to Minn. Stat. § 462357, Subd.4, hereby refers to the Planning Commission the following suggested amendment to Leg. Code § 61.402(c) for study and report: 61.402.c Site plan review and approval. In order to approve the site plan, the planning commission shall consider and find that the site plan is consistent with: (1) The city's adopted comprehensive plan and development or project plans for sub-areas of the city. (2) Applicable ordinances of the city. (3) Preservation of unaque geologic, geographic or historically significant characteristics of the city and environmentally sensitive areas. (4) Protection of adjacent and neighboring properties through reasonable provision for such matters as surface water drainage, sound and sight buffers, preservation of views, light and air, and those aspects of design which may have substantial effects on nei�boring land uses. (5) The anangement of buildings, uses and facilities of the proposed development in order to assure abutting property and/or its occupants will not be unreasonably affected. (6) Czeauon of energy-conserving design through landscaping and location, orientation and elevation of structures. (7) Safety and convenience of both vehicular and pedestrian traffic both within the site and in relation to access streets, including traffic circulation features, the locations and design of entrances and exits and pazking areas within the site. (8) The satisfactory availability and capacity of storm and sanitary sewers, including solutions to any drainage probiems in the area of the development. (9) Sufficient landscaping, fences, walls and pazking necessary to meet the above objectives. (10) Site accessibility in accordance with the provisions of the Americans with Disabilities Act (ADA), including pazking spaces, passenger loading zones and accessible routes. (11) Provision for erosion and sediment control as specified in the "Ramsey Erosion and Sediment Control Handbook.
