Property owners or renters create a health hazard at various times throughout the Ciry of Saint Paul when their properiy is not kept up.
The City is required by City code to clean up the property and chazge the property owner for the cost of the clean up.

The hearing was called to order at 10:00 a.m.
STAFF PRESENT: Steve Magner, Neighborhood Housing and Properry Improvement (NHPI);
Haroid Robinson, NHPI; and Michael Urmann, Fire Prevention

(Note: scheduled for August 16 City Council.)
Quintin Tillman, owner, appeared and stated he had closed on the property Mazch 29, 2006.
Ms. Moermond asked who the notification was mailed to. Mr. Magner responded the mortgage
company and the previous homesteader. Mr. Magner stated one assessment was for brush and
debris and the other was for boarding the building.
Ms. Moermond recommended deleting the assessment since the owner did not receive proper
legal notification.
1221 Rice Street (J0607A)
The owner e-mailed a letter in lieu of appearing at the Legislative Hearing. After reviewing the
records, Ms. Moermond recommended approving the assessment.
448 Page Street East - (J0606B)
Nicholas Lopez, 808 Berry Street #490, appeared and stated there were two properties: 448 and
460 Page Street.
Mr. Magner stated both properties were listed under Mr. Lopez's name, however, since the 460
address was not on the agenda, he had not brought that file. He was not sure if 460 had already
been ratified by the City Council. Ms. Moermond stated that since 460 was not on the agenda,
she did not have the ability to make a decision on this property.
Mr. Magner stated the building was a Category II vacant building and the file had been opened in
May, 2005. Orders were issued to board the building on April 18, 2006 with a compliance date
of Apri124, 2006. The properiy was re-inspected on Apri127, 2006 and since the work had not
been done, the boarding contractor secured the building. Since the vacant building file had been
opened, thexe had been eight summary abatements issued. A majority resulted in work orders, so
basically the City had been maintaining this properly far the owner.
