WHEREAS, in August of 2002, under the mission of increasing international cooperation at the
municipal level, promoting cultural understanding between the United States and Mexico, and
stimulating economic opportunities, the City of Saint Paul formed a Sister City relationship with
Manzanillo, Mexico; and
WHEREAS, during an official delegation visit to Manzanillo in 2004, Manzanillo Councilwoman
Gabriela Sevilla Blanco shared her vision of a project called "EI Autobus Del Saber" ar"The Bus of
Knowledge" with Saint Paul Councilmember Pat Harris, wherein a mobile library would be used to serve
over 30,OD0 children who live in the rural outskirts of Manzanillo and lack access to libraries; and
WHEREAS, since the implementation of EI Autobus Del Saber required a vehicle and the Ciry of Saint
Paul was in the process of retiring their bookmobile that had served the citizens of Saint Paul for 14
years, an opportunity arose to embrace a cross cultural library partnership between these two Sister
Cities; and
WHEREAS, the Friends of the Saint Paul Public Libraries originally purchased the bookmobile for the
City of Saint Paul and have expressed their desire to donate the vehicle to the Ciry of Manzanillo to be
used to impiement El Autobus Del Saber; and
WHEREAS, through private funding support from the Friends of the Saint Paul Public Libraries and
people across Saint Paul, the bookmobi]e will driven from the downtown Saint Paul public library, across
the United 5tates and Mexico, where it will be delivered directly to its new home in Manzanillo, Mexico;
and
WHEREAS, while there is no commercial value in the resale of the vehicle, the true value of the
bookmobile can be found in the hearts of those who have experienced the magic of libraries, books, and
reading; and
WI3EREAS, the retired bookmobi]e will find its second ieg of duty in Manzanillo, where it will continue
to bring the educational services to those individuals that cannot otherwisa visit libraries; now, therefore
be it
RESOLVED, that in the interest of promoting a cross cultural library partnership with its Sister City, the
City of Saint Paul hereby donates the retired boolcmobile to the City of Manzanillo, Mexico.
