An Ordinance amending subparagraph (1), Section 73.02,
Chapter 73 of the St. Paul Legislative Code pertaining
to Civil Defense./ This is an emergency ordinance rendered
necessary for the preservation of the public peace, health
and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That subparagraph (1), Section 73.02, Chapter
73 of the St.'Paul Legislative Code be and the same is hereby amended to
read as follows:
"'Civil Defense' means the preparation for and the carrying
out of all emergency functions, other than functions for
which military forces are primarily responsible, to prevent,
minimize and repair injury and damage resulting from disasters
caused by enemy attack, sabotage, or other hostile action,
or from fire, flood, earthquake, or other natural causes.
These functions include, without limitation, firefighting,
services, police services, medical and health services,
rescue, engineering, airraid warning services, communications,
radiological, chemical and other special weapons of defense,
evacuation of persons from stricken areas, emergency welfare
services, emergency transportation, existing or properly
assigned functions of plant protection, temporary restoration
of public utility services, and other functions related to
civilian protection, together with all other activities
necessary or incidental to preparation for and carrying
out of the foregoing functions."
Section.2.:, This is hereby declardd to be an emergency
ordinance rendered necessary for the'preservation of the public peace,
health and safety.
Section 3. This ordinance shall take effect and be in
force upon its passage, approval and publication.
