219935ORIGINAL TO CITY CLERK COUN PRESENTED BY COMMISSIONER �— J CITY OF ST. PAUL OFFICE OF THE CITY CLERK COUNCIL NO FILE RESOLVED, by the Council of the City of Saint Paul, that reference hereby is made to the requirements of Chapter 882 Session Laws of Minnesota for 1963, for the adoption, by the Trustees of Minneapolis -Saint Paul Sanitary District of a comprehensive plan which shall include plans prepared and approved by the governing bodies of Minneapolis and Saint Paul, for the collection, treatment and disposal of sewage for the entire Metropolitan Area likely to be served by said Sanitary District, and which comprehensive plan shall include a plan of the facilities required to serve said Metropolitan Area, the proposed schedule of construction and the estimated cost of the construction of the same supplemented by a proposed plane to finance the construction and incorporating the proposed method for the division of the operating and construction costs among the towns and municipalities affected, including the formula to be used in determining the cost to each affected town and municipality; subject to modifica- tion by said Trustees of said Sanitary District, from time to time, and for the submission of the proposed comprehensive plan to The Water Pollution and Control Commission, on or before October 1, 1964, unless an extension of time therefor shall be granted by'said Commission; that reference hereby is made to the plan covering the Saint Paul ,Metropolitan Area,' for the aforesaid purposes, heretofore prepared for and approved by the Council of the City of Saint Paul, to the plan covering the Southwest Region of said Sanitary DisP, trict, for the aforesaid purposes, as prepared for and proposed by said District and to the plan covering the Minneapolis Metropolitan Area, for the aforesaid purposes, as prepared for and proposed by said City of Minneapolis which comprise the component parts of the aforesaid comprehensive plan, for the aforesaid purposes, required to be formulated and submitted, as aforesaid, under said Chapter 882, Session Laws of Minnesota for 1963; that said plans comprising said comprehensive plan, in each instance, incorporate a supplemental plan for the financing of the operations; and the subject construction work, and among other things, in each instance provide for the apportionment of the costs of jointly used trunk and intercepting sewers to the affected municipalities on the bases of design capacity allocated to them in the year 2000 COUNCILMEN Yeas Nays Dalglish Rolland Loss Meredith Peterson Rosen Mr. President, Vavoulis ions e-62 Adopted by the Council 19— Tn Favor Against ` Approved 19— .utt ng Mayor ORIGINAL TO CITY CLERK r A PRESENTED BY COMMISSIONER Yeas CITY OF ST. PAUL OFFICE OF THE CITY CLERK COUNCIL RESOLUTION — GENERAL FORM page 2. 35 F IN COUNCIL FILE and for the allocation of the subject treatment plant costs to them on the bases of annual sewage flow and the same incor- porates a general three -part formula for said purposes without the necessary detailed provisions for the demonstration of the practicability and affect of the same which must be supplied by a supplement to said financing plan as the same is presently set forth incompletely; that upon due consideration of the said comprehensive plan and its aforesaid component parts, the report of the Committee in the premises and this Council, being otherwise duly advised therein, hereby approved said comprehensive plan and each aforesaid component part of the same subject to the aforesaid necessary supplementation of each aforesaid financing plan developed and approved by this Council; and that this Council's approval of said comprehensive plan and such component parts of the same is further conditioned upon the enactment by the State Legislature of the necessary enabling legislation for the institution, maintenance, operation and enforcement of the final finance plan that must contain provisions insuring that at the end`of thirty (30) years the City of Saint Paul and other supporting areas will recover the entire amount due from the Saint Paul Suburban Areas, in the premises; and - RESOLVED FURTHER, that this Cofancil declares its intention to cooperate with others concerned in the establishment of a practicable and equitable financing plan for the subject project.
