to install and operate a 19 -car off-street private parking
facility on the north side of Grand Avenue between Finn Street
and Cretin Avenue, more particularly described as Lots 22, 239
24, Summit Wood Addition, accessory to a proposed 17 -unit
apartment building to be constructed on said property, in
accordance with plans dated June 22, 1964, subject to compliance
with provisions of all ordinances governing the operation of
parking lots and to the condition that the sidewalk abutting
said premises be kept clean and free of ice and snow at all
times.

Dear Sir :'
This is in the matter of the application of the Spiegler Construction
Company to install and operate a 19 car off-street parking lot accessory
to a proposed 17 unit apartment building to be constructed on property
located on the north side of Grand Avenue between Finn Street and Cretin
Avenue which is described as Lots 22, 23, 24, Summitwood Addition. The
property is zoned ` °C" residence.
The subject property is developed with two large single - family residences
which will be removed. .It is proposed to develop the site with a 17 unit
2J story apartment building with off-street parking for 19 cars. Twelve
of the spaces will be provided by garage structures, and the balance open
air parking. -
The Board of Zoning obnsidered this proposal,at its regular meeting on
July 1, 1964. The staff reported that the proposal met the standards
for density and builftg ground coverage, and "that the parking lot plan
met the'standards•for this type of facility.e The Traffic Engineer has
reviewed the parking lot layout and recommends approval. Based on
these findings, the Board_of_Zoning recommends the granting of the per-
mit for a 19 car off - street parking facility on the above described pro-
perty in accordance with plans dated June 22, 1964. -

TO THE HONORABLE MAYOR AND CITY COUNCIL OF ST. PAUL
Gentlemen:,
We reside at 2144 Summit Av. and directly across the alley from
a site on Grand Av. which a proposed apartment building is to be con-
structed and which will require off - street parking.
The purpose of this letter is to acquaint the city council with
the already present traffic hazards in our alley. Because of students
attending St. Thomas College during the day and students attending
classes at Wm. Mitchell College of Law in the evening, we, and the
homeowners in this block are forced to provide parking area in the
rear of our property for ourselves and any guests during the day and
also evening. The traffic through the alley is considerably greater
because of these Xudents constantly using it as a short -cut, trucks
not allowed on Summit Av. and the homeowners not ever being able to
park in front of our own homes.
We have four small children and there is approximately twenty -
five more children in this block under the age of 12. We object
strenuously to any additional parking which might create more traffic
in the alley and pray that the city council recommend to the owner
of this new building that access to the off - street parking area be
via Grand Av. rather than through the alley.
