RESOLVED,--Th--at the functions and duties of the
Council Investigation.& Research Bureau be expanded to include
the operations of the Central Data Processing Center and that
Mr. John W. Connelly be appointed. Administrative Head of the
Central Data Processing Department and that he proceed to
coordinate and develop a program for the Policy Committee
with the advice and assistance of the Citizensz Advisory
Committee and the Working Committee;'and
RESOLVED FURTHER, That an internal training program
shoud be developed that would (a) enable employees toattend
executive training programs offered by equipment manufacturers;
(b) in conjunction with local colleges and the University,
develop training programs in the areas of systems, methods
and organization; and (c) provide for consultant services as
needed; and
RESOLVED FURTHER, That the services of a person trained
in methods, systems, procedures, computer programming, equipment
and analysis be utilized in the development of a Central Data
Processing Program; and
RESOLVED- FURTHER,- That in order to ' assist 'in. carrying -
out the above, the City Council directs the proper. City officers
to take the necessary steps to have included in the 1965 Budget
an appropriation therefor in the amount of $12,500, with the
understanding that the County of Ramsey, through its Board of
County Commissioners, will include alike appropriation therefor
in the County's Budget; and
RESOLVED FURTHER, That the City Clerk is directed to
forward forthwith a copy of this Resolution to said Board of
County Commissioners.

The Data Processing Policy Committee requests the concurrence of the City

Council and the County Board in the following actions taken at their meeting of
July 10, 1964. This Committee consists of Mayor Vavoulis, Chairman, Commissioner
Nadeau, Commissioner Loss, Comptroller Mitchell, County Auditor Monick, Mr. John

the City Council and County Board take necessary steps to have inclt}ded in
the 1965 City and County Budgets an appropriation of $25,000; $12,500 in the City
Budget and a like amount in the County Budget.
Committee believes it is important to understand that we should not expect
the Central Data Processing Program to produce great results in a short period of
time, but with full cooperation and careful planning, an orderly transition with min-
imum conversion problems over a reasonable time period will be realized. In addition,
it will be possible to make many improvements in methods, management information, and
information- retrieval programs long desired by officials and employees.
