D. SURROUNDING LAND USE:
North: Multiple family housing (RM1)
East: Industrial uses (11)
South: Raiiroad right-of-way and single family homes (R4)
West: Commercial buiiding and single family homes (RM1)
E. ZONING CODE CITATION: §69.301 states that piatting is required when a subdivision (1) creates
five or more lots or parceis each of which is 2�/z acres or less in size, or (2) requires paved streets,
alleys and other public improvements, or (3) is previously unplatted land. §69.406 provides criteria
for review of subdivision applications. These criteria are covered below under "Required
Findings."
F. H�STORY/DISCUSSION: in 1995 this pmperty was rezoned from RM2 to P1 (Parking), but the
parking lot was never developed (ZF# 94-300). In 2005, the City Council approved a rezoning that
retumed the property to RM2 zoning (ZF# 05-158-185)
- G. DISTRICT COUNCIL RECOMMENDATION: The District 2 Council recommends approval.
H. FINDINGS: § 69.406 of fhe Zoning Code requires that ali of the foilowing findings shall be made
prior to approval of a subdivision:
1. AlI the applicable piovisions of the Legislative Code are complied with. City staff have
reviewed the proposed plat and have determined that all applicabie provisions of city codes
are met provided that corrections are made to the survey for the final piat as requested by the
Department of Pubiic Works (1. Check bearing on the line that ties the piat to the centerof
Section 27-29-22 (incorrectly labeled); 2. Darken up the light areas on fhe dedication part of
the plat, and 3. Specity monument type at West quarter of Sec. 27.).
2. The proposed subdivision will not be detrimental to the present and potential sumounding
land uses. The proposed plat is consistent with the surrounding Iand uses, and will not be
detrimental to present and future use of surrounding land.
3. The area surrounding the subdivision can be planned and developed in cooidination and
compatibility with the proposed subdivision. The area surrounding the proposed plat is
aiready deveioped and compatible with the proposed plat.
4. The subdivision is in conformance with the comprehensive plan. The subdivision is in
conformance with the Comprehensive Pian's Land Use Plan Chapter, which calls for the City
to support private maricet efforts to build new housing to provide a net increase of 6,000 more
housing units by 2020 (Policy 5.4.2), and Housing Chapter, which recommends housing
designs that use smailerdevelopment sites creatively (Policy 5.2). It also conforms to
redevelopment pians for fhe area.
5. The subdivision preserves and incorporates the sites important existing natwal features
whenever possible. The site is in a fully-developed part of St. Paul with no remaining natural
� features.
6. All land intended forbuilding sites can be used safely without endangering residents by peri!
from floods, erosion, continuously high water table, seve�e soil conditions orothermenace.

7. The subdivision can be economically se�ved with pubfic facilifies and services. The
