Dear Sir:
This is in the matter of Howard Gelb's 1) appeal to establish a 20 foot
building line setback from Nokomis Avenue and 2)_application for a permit
to install and operate a,135 car off - street parking facility in conjunction
with a proposed 1280unit apartment development on property located on the
north side of .Nokomis Avenue between Bush and Iroquois Avenues. The legal
description of the property is'a'miscellaneous� one,` a copy of which is
attached. This property was rezoned to commercial November 17, 1962 as
part of a larger tract.
This is a vacant, irregularly shaped tract of land having a frontage of
360 feet on the north side,of Nokomis Avenue and an-area of approxi tely
148,000 square feet. It <is proposed,to` develop it with four 32/apartment
buildings fora total of 128 units.
The Board of Zoning considered th s> matter at its - regular meeting on
May 14, 1964. The staff reported that the proposed development met the
required standards for density and building ground coverage and that the
parking lot plan had been reviewed and approved:by the Traffic Engineer.
It was further reported that the proposed "20 foot building line setback
from Nokomis Avenue is a reasonable request.
In Consideration of these factors, the Board of Zoning recommends the
granting of the appeal to establish a 20 foot building line setback from
A Nokomis Avenue and the application for a permit for a 135 car off-street
parking facility on the above described property in accordance with final
plans dated July 2, 1964.

This is a request to establish the front
set back line on Nokomis Avenue, east4of Hazel Street
and west of Iroquois Avenue at 20 feet from the street.
The closest houses to-this site are presently set back
15 feet from the street.
The reason that a 20 -foot set back is
requested is that the soil conditions further into the
lot become poor and will create construction difficulties.
The adjoining neighbors will not be injured by the es-
tablishment of said set back line at 20 feet since the
buildings to be constructed will be further back than
the existing houses.
If you prefer, you can establish a set
back at exactly 15 feet to conform with the existing
houses. This would be agreeable to us, or, alternatively,
a 20 -foot set back would be agreeable. At the present
time no front set back line has been established on Nok-
omis Avenue between Hazel Street and Iroquois Avenue.
It is requested that the matter of estab=
lishing this line be heard at the same time that the
Application for Parking Lot on the aforesaid property
is heard.
