Whereas, The Council of the City of
Saint Paul, upon its own initiative has
taken cognizance of the "A" Residence
District classification, under the Zon-
ing Code, Chapters 60 to 64 inclusive

WHEREAS, The Council of the City of Saint Paul, upon
its own initiative has taken cognizance of the "A" Residence
District classification under the Zoning Code, Chapters 60 to
64 inclusive, of the Saint Paul Legislative Code, of the following
described tract of land situate in the City of Saint Paul:
"Lots 8, 99 10, 119 12, 13, 14, 15, Block 4,
Ufton Grove, Plat 1 Ramsey Co. Minn., according
to the official plat thereof on file and of
record in the Office of the Register of Deeds
in and for Ramsey County, Minnesota;"
and of the size, shape and character of the same and of the
pertinent facts and circumstances which appertain to said tract
of land and those which appertain to the adjacent premises and
which are reasonably.related to the over -all needs of the'
community, the existing land uses and the plans for the future
land uses; all in connection with said Council's consideration
of the propriety of said Zoning classification of said hereinabove
described tract of land and of the propriety or necessity for the
proposed reclassification of the same with the written consent
of the owners thereof to "C" Residence District, under said
Zoning Code, necessary to permit-.the proposed construction thereon,
by the owners thereof, of the presently proposed apartment building;
and
WHEREAS, said Council deems it proper and necessary to
institute and conduct the requisite proceedings for its
determination whether or not said Zoning Code should be amended
to rezone and reclassify said tract of land from "A" Residence
District to "C" Residence District under said Zoning Code; and
WHEREAS, said Council is empowered to initiate rezoning
arid;;zeclassification of real estate classified under said
Zoning Code, and to institute, conduct and complete the necessary
proceedings therefor, by virtue of Section 462.18, Minnesota
Statutes Annotated, as amended, and by virtue of said Zoning Code,
as amended; therefore, be it

RESOLVED, That the matter of the amendment and alteration
of the provisions of said Zoning Code so as to rezone the herein -
above described tract of land from "A�' Residence District to
"C" Residence District, thereunder,-is hereby initiated and
instituted by this Resolution; and that the said matter is hereby.
referred to the City Planning Board of Saint Paul for the purpose
of making a survey of the whole area of the City of Saint Paul
or of an area of not less than. 40 acres..or in the alternative,
to determine whether such a survey hds'been made within which
the aforesaid tract of land is located; for the purpose of
considering whether the number of descriptions of real estate
affected by such alterations or amendments renders the obtaining
of the written consent of the owners of two - thirds of the several
descriXptions of real estate within 10Q feet of the tract of land
hereinabove described impractical; and for the purpose of conducting
a public hearing on such alterations or amendments t�of which
hearing public notice shall be given in a daily newspaper of
general circulation in accordance with the provisions of said
Section 462.18, Minnesota Statutes Annotated, as amended, and
the provisions of Section 64.06 of the Zoning Code of the Saint
Paul Legislative Code, as amended; -- _ '
FURTHER RESOLVED, That upon conclusion of such hearing
the said Planning Board shall report in writing to the City Council
-as to whether in its opinion the proposals as aforesaid are
reasonably related to the over -all needs of the community, to
existing land uses or to a plan for future land use together
with its recommendations upon such findings.
