Loss ORDINANCE NO. i 220470 An ordinance amending Chapters 6 and 7 of the Saint Paul- Legislative Code pertaining to Building Construction THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1 That Section 6.05 Interior Stairways is hereby amended by deleting subsection 4 "Moving Stairways,, /-which reads as follo s: (This deletion shall include Plan and Isometric of Figure 5.� 114. Moving Stairways a. Moving stairways moving in the direction opposite to that of egress which are equipped at the head of each flight with a device for stopping all flights simultaneous- ly, and moving stairways moving in the direction of egress, may be considered as exit stairways, provided they conform in all respects to requirements of this section for protec- tion of required interior stairways, except the requirement . for minimum width which shall be not less than twenty -four (24) inches. b. In sprinklered buildings moving stairways which are not considered as required exit stairways, need not be en- closed as required for enclosure of-interior stairways, if enclosed at the upper floor landings by a noncombustible enclosure equipped with an approved double acting self -clos- ing door or doors of metal and wired glass. Wired glass in metal.framework may be used for the enclosure provided no-- light of ass has a•length or width greater than forty - eight (48 glinches. The enclosure shall include a landing at each floor which is of sufficient length beyond the mov- ing stairway to permit th6 full opening of the door or doors beyond the hand rail and having a width not less than that of the floor opening as shown in Figure 5.11 and insert the following in lieu thereof: \, 114 . Moving Stairways 5 Vl a.' Moving stairways shall be equipped with an automatic stopping device which will stop the units simultaneously with the automatic detection of fire in the building. 'Such moving stairways may be considered as exit stairways, pro - vided they are enclosed as required . for interior stairways and conform with' section 21.07. -Exit capacity shall be determined on the same basis as interior stairways. The minimum ,'width of moving stairways considered as required ex- it stairways may be 2 inches less than specified in section f I fa 2,20470 6.05 - 5a,; such width to be measured between the balustrad- ing at a vertical height of 27 inches above the nose line of the treads. A width of 34 inches shall be counted as 1% units of stairway width and a width of 42 inches shall be counted as 2 units of stairway width. JD, In sprinklered buildings floor openings for moving stairways -not considered as required exit stairways need not be provided'with enclosures as required for stairways if one 6f!the following methods of protection is provided: (1) The sprinkler -vent method which is an approved com- bination of an automatic fire or smoke detection system, automatic exhaust system and an automatic water curtain meeting the following requirements: ( a ) Air-, exhaust system shall be so located­ and of such capacity as to create "a downdraft through the moving stair- way floor''opening having an average velocity of not less than 300 feet per minute under normal conditions for a period of lnot less 'than 30 ininutes. The operation of the exhaust system for any floor opening shall be initiated by an approv6d'device in the story involved. There shall also be provided a manual means of operating and testing the system at( periodic intervals. (b) 'A water curtain shall be formed by open sprinklers or spray nozzles so located and spaced as to form a com- plete and'continuous barrier along all exposed sides of the floor opening and reaching from the ceiling to the floor. Water intensity for the water curtain shall• be not less than 3 gallons per minute per lineal foot of water curtain measured horizontally around the opening. The water cur- tain shall operate automatically from a fixed temperature type device so placed with respect to the floor opening that the water curtain operates upon the advance of heat £owards the moving stairway opening.. (2) The rolling shutter method which is an-approved auto- matic self - closing rolling shutter which-will completely enclose the top of each moving stairway, meeting the follow- ing requirements:- w- ��+ -4 - (a) The shutter-shall nr"Yot beuded to protect -floor operr ings for moving stairways communicating directly with basements. Where used to protect floor openings the oper- ation of the shutter shall be initiated by an automatic fire or smoke detection system located near the moving stairway, There shall be a manual means of operating and testing the operation of the shutter. . (b) The shutter assembly shall be capable of supporting 200'pounds- applied on any one square foot of .area and shall be not less tesistant to fire than 24 gauge steel. The shutter shall operate at a speed of not greater than 30 -2- 220470 . feet per minute and shall be equipped with a sensitive leading edge. The leading edge shall arrest the pro - gress of the moving shutter and cause it to retract a distance,of approximately 6 inches upon the application of a forcie not in excess of 20 pounds applied on the surface o�f.the leading edge. The shutter, following retraction, shall continue to closure immediately. (3) The spray nozzle method which is an approved combination of an automatic fire or smoke detection system and a system of high velocity water spray noz- zles meeting the following requirements: (a) The number of spray nozzles, their discharge angles_and their location shall be such that the moving stairway opening between the top of the wellway housing and the treadway will be completely filled with dense spray on operation of the system. Spray nozzles shall be of thejopen type and shall have a solid conical spray pattern with discharge angles between 45 and 90 degrees. The number and size of nozzles and-water supply shall be sufficient to deliver a discharge of 2 gallons of water per square foot per minute through the wellway, area to be figured perpendicular to the -slope of the mov- ing stairway. (b) Spray nozzles shall be so located and positioned that the center line of spray discharge is as closely as possible in line with the slope of the moving stair- way; at not more than an angle of 30 degrees with the top slope of the wellway housing. Nozzles shall be po- sitioned, also, so that the center line of discharge is at an angle of not more than 30 degrees from the verti- cal sides_of the wellway housing. (c) The spray nozzles shall discharge at a pressure of not less than 25 pounds per square inch. Water sup- ply piping may be taken from the sprinkler system pro- vided in so doing an adequate supply of water will be availableifor the spray nozzles and the water pressure at the sprinkler furthest from the supply riser is not reduced to a point below that required for the sprink- lers., Control valves for the water supply to spray nozzles shall be so located as to be readily accessible. (d) The spray nozzle system shall operate automatical- ly from thermal response elements of the fixed tempera- ture type so placed with respect to the floor opening that the spray nozzle system operates upon the advance of heat towards the moving stairway opening. The sys- tem shall also be provided with manual means of operation. (e) A noncombustible draft curtain shall`be provided extending at least 20 inches below and around the.-open- ing and a'solid noncombustible wellway housing at least 5 feet long measured parallel to the handrail, and ex- -3- 220470 tending from the top of the handrail enclosure to the sof- �y fit of the stairway or ceiling above, at each moving stair4� floor opening'. Where necessary, spray nozzles shall be protecte against mechanical injury. I • (4) The kiosk method which consists of a no ncombustible enclosure at the upper floor landings equipped with an approv- ed double acting self - closing door or doors of metal and wired glass (a) Wired glass in metal framework may be used for the enclosure provided no light of glass has,a length or width greater than 48 inches. ` (b) The enclosure shall include a landing at each floor which is of, sufficient length beyond the moving stairway to permit the full opening of the door or doors beyond the hand rail and having a width not less than that of the floor opening." Section 2 That Section 7.02 Fireproof Construction is hereby amended by deleting sub - section 2 Walls, which reads as follows: t 112. Walls 'i a. Exterior malls and wall panels shall have a fire re- sistance rafting of not less than four (4) hours. b. All bearing walls shall be constructed of masonry, re- inforced concrete, or other non - combustible materials having the equivalent rating. c. Lintels over openings in walls shall be protected as required for beams; provided that when the span does not exceed four (4) feet or such opening is spanned by an ade- quate masonry arch or fireproofed beam above the lintel, the fireproofing may be omitted. Stone lintels shall not be used in_ fireproof- construction., unless- supplement.e.d_ with iron-or steel lintels, capable of taking the ful-1 load, or- with suitable masonry arches." and insert the following in lieu thereof: "•2. Walls a. Bearing portions of exterior and interior walls shall have a fire resistance rating of not less than 4 hours. b. Nonbearing portions of exterior and interior walls shall be of approved noncombustible material and: (1) Where a horizontal separation of 3 feet or less is provided nonbearing portions of exterior walls shall have a fire resis "tance rating of not less than 3 hours and the total area. of windows in such portions of an exterior wall shall not exceed 40 per cent of the total wall area; me 220470 (2) Where a horizontal separation of more than 3 feet but lessithan 20 feet is provided nonbearing portions of exterior walls shall have a fire resistance rating of not less than 2 hours and the total area of windows in such portionslof an exterior wall shall not exceed 40 percent of,the total wall area. I (3) Where a horizontal separation of 20 feet to 30 feet. is provided nonbearing portions of exterior -walls shall have a fire resistance rating of not less than one hour and the total area of Windows in such portions of an exterior wall shall not exceed 60 per cent of the total wall area; (4) Where a horizontal separation of 30 feet or more is provided no fire resistance rating is required for the non- bearing p f ortions of exterior walls; (5) Where there are two or more buildings on the same lot and the total area of the buildings does not exceed 11/2 times the allowable area of any one of the buildings no fire resistance rating is required for the nonbearing por- tions of exterior walls of these buildings that face each other; t (6) Openings in exterior walls shall be protected in ac- cordance with section 9.21 -1 and vertical separation between openings in exterior walls shall be provided in accordance - with section 9.21 -2. c. Lintels over openings in walls shall havera fire re- sistance rating not less than required by this section for the wall in which the lintel is placed; however, no fire resistance rating shall be required when the opening is spanned by a masonry arch designed to carry all imposed loads, or the opening is spanned by a beam above the lintel which has a fire resistance rating not less than required by this section for the wall in which the beam is placed, or the span does not exceed 4 feet. Stone lintels shall not be''used unless supplemented with iron or steel lintels or :masonry arches designed to support the imposed loads." u Section 3 That Section 7.03 Semi - Fireproof Construction is hereby amended by deleting sub - section 2 Walls, which'reads as follows: _ "2.A Walls a. Exterior walls and wall panels shall have a fire re- sistance rating of not less than four (4) hours. b. All bearing walls shall be constructed of masonry, reinforced1concrete or other non combustible materials having the'equivalent rating. -5- 20470 c. Lintels over openings in -walls shall have a fire re- sistance rating of not less than three (3) hours; except that when the span does not exceed six (6) feet or such opening is spanned by an adequate masonry arch or fireproofed beam above the lintel, the fireproofing may be omitted." and insert the following in lieu thereof: ' r "2. Walls r , a. Bearing potions of exterior and interior walls shall have a fire Iresistance rating of not less than 3 hours. b.
