RESOLUTION — GENERAL FORM
COUNCIL NO.
WHEREAS, the Council of the City of Saint Paul, by
its Resolution, C. F. No. 218633, approved June 11, 1964,
granted authority therefor and provided that the City of Saint
Paul shall from time to time thereafter issue and sell general
obligation bonds of the City in the aggregate amount of
$29663 802, authorized by Chapter 881 Session Laws of Minnesota
for 193, necessary for the said City's s procurement of funds in
the said amount of $2,663,802 for the City= s payments on account
of the net cost of Riverview Industrial Project, Minn. R -26,
one of several urban renewal development projects within the
City of Saint Paul mentioned in said Chapter 881 of Session
Laws of Minnesota for 1963, and theretofore designated as such
by Housing and Redevelopment Authority of the City of Saint
Paul, Minnesota, as estimated by said Council under its said
Resolution, C. F. No. 218633, and for said City's expenditures
on account of any Remaining Costs of Municipal Buildings and
Improvements to be constructed within or adjacent to the area
of said Project; all such to be done under and in accordance
with the provisions, terms and conditions of a Cooperative
Agreement dated the 9th day of June, 1964 by and between the
said City and said Authority and under and in accordance with
,the provisions, terms and conditions,,of said Chapter 881,
Session Laws of Minnesota for 1963, and by virtue of the
authority of the Act; and
WHEREAS, as recited in said Councilt s Resolution,
C. F. No. 218633, said Cooperation Agreement applicable to said
Riverview IndustriallProject, entitled "Riverview Industrial
Project, Minn. R -2611, has been made and executed by and between
said Housing and Redevelopment Authority of the City of Saint
Paul, Minnesota and said City of Saint Paul, pursuant to said
Authority's pertinent Resolution No. 64-5/27-2 and said City
Council's Resolution, C. F. No. 218608, approved June 9, 1964,
a counterpart of said Cooperation Agreement being on file in
the office of the City Clerk of said City and said Resolution,
Co F. No. 218633 and said Cooperation Agreement hereby are
incorporated herein, by reference, and made part and parcel

hereof with the same intent, purpose and effect as if said
Resolution, C. F. No. 218633 and said Cooperation Agreement,
respectively, were set forth herein verbatim; and
WHEREAS, the Council of the City of Saint Paul, by
its Resolution, Council File No. 218634, approved June 11, 19647
granted authority therefor and provided that said City of Saint
Paul shall, from time to time thereafter, issue and sell the
general obligation bonds of said City in the aggregate amount
of $5,125,521.00, authorized by Chapter 881 Session Laws of
Minnesota for 1963, necessary for said City's procurement of
funds in said amount of $5,125,521.00 for said City's payments
on account of the net cost of Downtown Urban Renewal Area Project
Minn. R -20, one of several Urban Renewal Development Projects
within said City of Saint Paul mentioned in said Chapter 881,
Session Laws of Minnesota for 1963 and theretofore designated
as such by Housing and Redevelopment Authority of the City of
Saint Paul, Minnesota, as estimated by said Council under its
said Resolution, Council File No.. 218634, and for said City" s
expenditures on account of any Remaining Costs of Municipal
Buildings and Improvements to be constructed within or adjacent
to the area of said Project as provided by the Cooperation - -
Agreement therefor, and in performance of said City's obliga-
tions thereunder, for the payment of an amount of $5,0777062.007
representative of,substantially one - fourth of the net cost of
said Project as so estimated and for the further payment of the
amount of $48,459.00 for said City's expenditures on account of
any Remaining Costs of Municipal Buildings and Improvements to
be•constructed within or adjacent to the area of the said Project;
all such to be done under and in accordance with the provisions,
terms and conditions of said Cooperation Agreement dated the
9th day of June, 1964, by and between said City and said Authority
and under and in accordance with the provisions, terms and condi-
tions of said Chapter 881, Session Laws of Minnesota for 1963,
and by virtue of the authority of the Act; and
WHEREAS, as recited in said Councilrs said Resolution,
Council File No. 218634, said Cooperation Agreement applicable
to said Downtown Urban Renewal Project entitled, "Downtown Urban
Renewal Area Project, Minn. R -2011, has been made and executed
by and between said Housing and Redevelopment Authority of the
City of Saint Paul, Minnesota and said City of Saint Paul,
pursuant to said Authority's s pertinent Resolution No. 64- 5/27 -3
and said City Councills Resolution, Council File No. 218609,
approved June 9, 1964, a counterpart of said Cooperation Agreement
being filed in the office of the City Clerk of said City and
said Resolution, Council File No. 218634 and Cooperation
Agreement hereby are incorporated herein, by reference, and
made part and parcel hereof with the same intent, purpose•and

WHEREAS, the Council of the City of Saint Paul,
pursuant to the provisions of Resolutions;, C. F. No. 218633 and
218634 granted authority therefor and provided that the said
City of Saint Paul shall, from time to time thereafter, issue
and sell general obligation bonds in the aggregate amounts as.

Laws of Minnesota for 1963, and did further, by said resolutions,
authorize the procurement of funds to be obtained through the
issuance of general obligation bonds of said,City to the extent
of providing necessary funds for the City= s payment on account
of the net costs of the said Riverview Industrial Project, Minn.
R -26, as estimated by said Council under and by its said
Resolution, C. F. No. 218633, and also on account of its
obligations under said Cooperation Agreement on account of the
net cost of said Downtown Urban Renewal Area Project,;Minn.

as provided by said Cooperation Agreements in accordance with

WHEREAS, said Resolutions, C. F. No. 218633 and C.F.
No. 218634, by the terms of each said resolution, among other
things, provide that no part of the proceeds of the issuance
or sale of any of said bonds shall be made the subject of any
re- allocation or disbursement except for the purpose of the
payment or defrayment of said City's obligations assumed or
which shall be assumed under and by authority of said Act,
Chapter 881, Session Laws of Minnesota for 1963, in respect
of one or more of the several urban renewal projects specified
therein; and
WHEREAS, the Council of the City of Saint Pail,
pursuant to the provisions of said Resolution, C. F. No.. 218634,
did, by Resolution, C. F. No. 219716, approved August 21, 1964,
authorize the issuance and sale by the City of Saint Paul of
$1,700,000 par value of bonds of said City authorized "to be
issued and sold by said City under and by virtue of Chapter
881, Session Laws of Minnesota for 1963 for the procurement
by said City of necessary funds in the amount of $1,700,000
for said City's payment on account of its obligations under said
Cooperation Agreement, on account of the net cost of said Downtown

Urban Renewal Area Project, Minn. R -20, as estimated by said
Council under and by its said Resolution, Council File No.
218634, and for said City's expenditures on account of any
Remaining Costs of Municipal Buildings or Improvements to be
constructed within or adjacent to the area of said Project,
as provided by said Cooperation Agreement, in accordance
with the provisions, terms and conditions of said Chapter
881, Session Laws of Minnesota for 1963, said bonds being
designated as "City of Saint Paul Urban Renewal Bonds, Series
1964AII; now, therefore, be it
RESOLVED, that the Council of 1the City of Saint Paul
hereby provides therefor and authorizes the allocation or
re- allocation of the said amount of $1,700,000 for said
City= s payment on account of its obligations for said
Riverview Industrial Project, Minn. R -26, as estimated by
said Council under and by its said Resolution, C. F. No.
218633, and for said Cityzs expenditures on account of any
Remaining Costs of Municipal Buildings or Improvements to be
_constructed-within or adjacent to the area of said Project,
and said Downtown. Urban Renewal Project Minn. R -20, as
