3 WHEREAS, adverse action was taken against the Tasicab Driver (Provisional) license application

WHEREAS, the licensee did respond to the Notice of Intent to Deny License Applicafion to contest
the allegation or submit a current employment authorization; and
WHEREAS, the Notice of Intent to Deny License Applicarion stated that if the licensee failed to
contest the allegation or submit a current employxnent authorization by July 10, 2006, that the matter
would be placed on the consent agenda to impose the recommended penalty; now, therefore, be it

Dear Mr. Ali:
The Office of License Inspecfions and Environmental Protection has recommended denial
of the TaYicab Driver (Provisional) license application submitted by Abdulfatah Abdulkadir Ali,
d/b/a Abdulfatah Abdulkadir Ali for the City of Saint Paul. The basas for the recommendation is
as follows:
On June 5, 2006 you were sent a letter from the Office of License, Inspection
and Environmental Protection stating that your driving and criminal history
checks have been approved, but you had not submitted a current
employment authorization.
You were given until June 19, 2006 to submit this information. As of today's
date the information has not been received.
At tkris tune you haue four options on how to proceed:
l. If you wish to do business in the City of Saint Paul, you can submit the requested
employment authorization information to the Office of License, Inspections and
Environmental Protection at 8 Fourth Street East, Suite 200, St. Paul, Mimiesota 55101-
1002 no later than Monday, July 10, 2006. Information should be directed to the
attention of Christine Rozek.

2. If you wish to have a public hearing before the Saint Paul City Council, you will need to
send me a letter with a statement admitdng the facts and requesting a public hearing. We
will need to receive your letter by Monday, Jnly 10, 2006. The matter will then be
scheduled before the City Council for a public heariug to detemuue whether to deny your
license application. You will have an opportuniry to appeaz before the Council and make
a statement on your own behatf:
3. If you clispute the above facts, you can request a hearing before an Adtnuustrative Law
7udge. At that hearing both you and the City will be able to appeaz and present
witnesses, evidence and cross-exatuine the other's witnesses. The St. Paul City Council
will ultimately decide the case. If this is your choice, please advise me by Monday,
July 10, 2006 and I will take the necessary steps to schedule the administrative hearing.
4. You may withdraw your license application. Send a written statement to that effect to the
Office of License, Inspections and Environmental Protection, 8 Fourth Street East, Suite
200, St. Paul, Mitm.esota 55101-1QQ2 no later than Monday, July 10, 2006. Information
should be directed to the attention of Christine Rozek. Any request for a refund of the
license application fee must also be made in writing to the Office of LIEP.
If you have not contacted me by that date, T will assume that you do not contest the
denial of your license application.
