RESOLUTION

1 BE IT RESOLVED that the City of Saint Paul act as the legal sponsor for the Head and Sack House
2 project contained in the Redevelopment Crrant Program to be submitted on August 1, 2006
3 and that the Director of the Saint Paui Department of Planning and Economic Development is hereby
a authorized to apply to the Department of Employment and Economic Aevelopment for funding of this
5 project on behalf of the City of Saint Paul.
6 BE IT FURTHER RESOLVED that the City of Saint Paul has the legal authority to
� apply for financial assistance, and the insfitutional, manageriai, and financial capability to ensure adequate
8 project administration.
9 BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the
lo application aze committed to the project idenfified.
11 BE IT FURTHER RESOLVEA that the City of Saint Paul has not violated any
12 Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or
13 other unlawful or corrupt practice.
14 BE IT FURTHER RESOLVED that upon approval of its application by the state, the City of Saint Paul
i5 may enter into an agreement with the State of Minnesota for the above referenced project, and that the
16 City of Saint Paul certifies that it will comply with all applicable laws and regulation as stated in all
17 contract ag�reements.
18 NOW, THEREFORE BE IT RESOLVED that the Director of the Saint Paul Deparhnent of Pianning and
19 Economic Development is hereby authorized to execute such agreements as are necessary to implement the
2o project on behalf of the applicant

Redeve]opment of the Head House project inc]udes plans for installing pavers and making related landscaping and lighting
improvements to the Morgan Trai1 Plaza area located in front of the Head House. The Developer will provide the 50% match funding
required by DEED. Applications are due no later than August 1, 2006.
