WHEREAS, the Council of the City of Saint Paul
wishes to have the voters of the City of Saint Paul determine
whether or not they, the voters, desire to increase the taxing
limitations to provide additional- - "budget funds for the Board of
Education of the City of'Sfaint Paul; and
WHEREAS, Section 201.4 of the Saint Paul City Charter,
as amended, provides that the limitation on real and personal
property taxes for a given year may be increased�so as to provide
funds for specific purposes upon the adoption by`the Council of a
Special Ordinance concurrently with or at any time after the
adoption of the Budget for the next fiscal year, and said ordinance
shall state the specific budget items to be \increased and that'said
ordinance shall provide for the calling of a \special election for
the ratification thereof and that notice of the election shall be
published not less than four weeks at intervals of one week; be it
RESOLVED That
pursuant to Section 24 of the City Charter,
the Council hereby orders a special election upon�C.F. 220034,
Ordinance No. 12810, entitled, "An ordinance increasing the taxing
limitations to provide additional budget funds for the Board of
Education of the City of Saint Paul. This is an emergency ordinance
rendered necessary for the preservation of the public peace, health
and safety." to be held November 3, 1964; be it 1
RESOLVED FURTHER, That the aforesaid Special-Ordinance be
published four times immediately preceding November 3, ].964, at
intervals of one week, in the official newspaper of the City of
Saint Paul, the St. Paul Legal Ledger; be it I
RESOLVED FURTHER, That the City Clerk shall prepare a
ballot stating the aforesaid question in the manner prescribed
by law; be it
RESOLVED FURTHER, That the City Clerk is hereby ordered
to give notice of said election in the manner provided by law, and

that the registration records on file in the Registration and
Election Bureau of the City Clerk's office be used as provided
by law; be lit
RESOLVED FURTHER, That the said special election shall
be held in the 167 election precincts of the 12 wards of said City;
be it
RESOLVED FURTHER, That the polls at said special election
shall remain open during the hours provided by lair, and the polling
places and the judges of said special election shall be the same -
as those acting in said County and State general election; be it
RESOLVED FURTHER, That the proper City officers are
hereby authorized and directed to prepare the necessary printing,
stationery and election supplies, and to engage the necessary
labor and skill and purchase necessary tools and materials to
equip said polling places, the cost thereof, together with all
expenses of said election, including compensatio of judges,
to be paid out of the Election Expense Account of the General
Fund; be it
' RESOLVED FURTHER, That the City Clerk is hereby authorized
and directed to give such notice and'do whatever else is necessary
____:for the submission of said proposed question at said special election
in the manner prescribed by law.
