The proposed parking lot is to be located on the following described property; the East 8.8 feet of lot 22 and all of lots 23, 24� 25� 26 and 27� block 1, J. A. Humphrey's subdivision A: The property is located on the North side of Montana betwe�en White Bear Avenue and Flandrau. � O�ar main ob�ection to the parking lot is the exit � entry to the alley between Montana to Hoyt. Because of the extensive commercial development along White Bear Avenue, this alley presently supports a maximum amoant of traffic, some of which enters off of White Bear Avenve at a high rate of speed. The addition of 24 cars utilizing this alley would be extremely hazardous to both the neces�sary local traffic and pedestrians. We propose that the exit - entry of this W�o��' be blocked off to the alley with an 8 inch high concrete curb as noted on the enclosed print. The remaining exit - entry off of Montana Avenue would then be the only service drive to this lot, and according to Mr. Earl Johnson of the St. Paul City Plannir�g Board� wou].d be adequate to properly serve this facility. We, the undersigned, would also like to go on record as questioning the validity of the entire pro�ect, inasmuch, as more land is being developed for this apart- ment facility than is allowed by Zoning Code Chapter 64.03, Paragraph L 2� (see attached code). This code states that only 3 platted lots or equivalent area may be<used k� apartment building under the local conditions, while this pro,ject, without re-zoning has used five and one fourth lots.
