WIIEREAS, the Legislative Hearing Officer recommends that the license application (ID 20060001640) for a

RE: Legislative Hearing Officer Report regarding an application for a Rental Hall and
Theater License for Zaraawar Mistry, Owner of Dreamland Arts LLC, 677 Hamline
Avenue North
Zaraawar Mistry, Owner of Dreamland Arts, has applied for a Rental Hall and Theater License
at 677 Hamline Avenue North. This license is considered Class N; therefore, neighbors were
notified. I received one letter by the scheduled response date of July 7, 2006.
The letter was received from Louis and Ruth Zappa, 1323 Van Buren Avenue. Their objections
are as fol{ows: the business does not have a�y parking areas avai{able, and the building is not
suited to accommodate that kind of business safely.
Racquel Naylor, Secretary, called Mrs. Zappa, who said that they are handicapped and would
not be able to attend a Legislative Hearing. Racquel told Mrs. Zappa that the Courthouse is
handicap accessible, and Mrs. Zappa responded that she knew that, but it would be too hard for
them to attend. Racquel said that the license would most likely be approved if there is not a
Legislative Hearing, and Mrs. Zappa indicated that was okay.
Racquel then contacted License, Inspections, and Environmental Protection about the parking.
According to Corinne Tilley, the BZA resolved on November 7, 2005, that the parking
requirements are waived and the business requires zero off-street parking spaces. This was
done in order to convert the commercial building into a pertorming arts studio.
Given afl the above information, I am recommending that the City Council approve the
resolution to grant the Renta( Half and Theater License to Dreamland Arts for the following
reasons: 1) Mrs. Zappa does not want to attend a Legislative Hearing, 2) the business has no
parking requirements according to LIEP, and 3) there is nothing specific enough in the letter
from Louis and Ruth Zappa for conditions to be developed upon.
