The subject property is developed with a large residential structure
which was originally built'in 1'890 as a double-dwelling, but which has
_ b een used as a four-family dwelling for at least 24 years accor"ciing to
available records. _ . � _

_ The Board of Zoning considered this matter at its regular meeting on °
April 16, 1964. Because,:this is an older neighborhood,' and the structure j� ,+� �'
has housed four families �for' such a length �of_time, the Board recommends ; �
the granting of the appeal to continue�the four-family use, and to waive . •'�
the required off-street parking.

Gentlemen:

On March 24, 1964, we made a cursory examination of the property
at 671-673 Watson Avenue but did not cover it under a complete �
survey such as is conducted under the usual Housing Code pro�am.
We found that two of the water closets were in need of repai.r and
that other plumbi.ng appeared unsatisfactory. Electrica�. outlets
were not sufficient in number to comply with the Housing Code and
electrical wiring appeared of questionable safety. Some of the
interior walls were in need of repair.
At the time of this inspection we were not having a problem with
rubbish and garbage, but have had difficulty in the past. The
report, without going into detail, indicates the structure is not
in good condition and would require extensive work in order to com-
ply with existing Codes. _
On the 30th of March, 1.964, I received a call from Mrs. Hernandez, `
who informed me she would immediate].y take care of the plumbing
problems and stated that if the rezoning plea was granted, she �
would completely rebuild the structure.
