"An administrative ordinance relating to the Civil
Service Bureau of the City of Saint Paul, approving and adopting
rules and regulations therefor, "
approved August 20, 1914, as amended.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 3250, approved August 20, 1914,
r • as amended, be and the same is hereby further amended by inserting in
Section 6 in Grade 56, under the heading "Police Group ", the title "Lieutenant ".
Section 2. This ordinance shall take effect and be in force on the
first day of�the first payroll period following thirty days after its passage,
approval, and publication.

1. COUNCIL FILE NO. 220992 ESTABLISHES THE TITLE FOR THE NEW POSITION
OF LIEUTENANT IN GRADE 56 IN THE POLICE GROUP IN THE CLASSIFICATION
PLAN.
2. COUNCIL FILE•NO. 220997 ESTABLISHES A SPECIFICATION FOR THE NEW
POSITION OF LIEUTENANT.
3. COUNCIL FILE NO. 2209P6_REGRADES THE PRESENT POLICE CAPTAIN AND
DETECTIVE L.IEUTEIJANT FROM GRAPE 57 TO GRADE 60 AND ABOLISHES THESE
TWO POSITIONS, EXCEPT AS TO PRESENT INCUMBENTS. IT ALSO INSERTS IN
GRADE 60 THE NEW TITLE CAPTAIN AND REGRADES THE PRESENT DEPUTY
CHIEF OF POLICE FROM GRADE 62 TO GRADE 64.
4. COUNCIL FILE NO. 220995 AMENDS ORDINANCE 7607 ABOLISHING THE
SPECIFICATIONS FOR POLICE CAPTAIN AND DETECTIVE LIEUTENANT EXCEPT
AS TO PRESENT INCUMBENTS, AND STATES THAT THE DUTIES NOW DONE BY
THESE POSITIONS WILL IN THE FUTURE BE DONE BY CAPTAINS. IT ALSO
ESTABLISHES THE SPECIFICATIONS FOR THE NEW POSITION OF CAPTAIN.
IT IS THE INTENTION OF THE POLICE DEPARTMENT, WHEN THESE ORDINANCES BECOME
LAW, TO REQUEST THE CIVIL SERVICE BUREAU TO PUT ON AN EXAMINATION FOR LIEUTENANT,
FOR WHICH POLICE SERGEANTS, SERGEANTS, DETECTIVES, AND POLICE LIEUTENANTS WITH
THREE YEARS EXPERIENCE IN THESE TITLES, WILL BE ELIGIBLE. THE DEPARTMENT ALSO INTENDS
TO TRANSFER THE PRESENT POLICE CAPTAINS AND DETECTIVE LIEUTENANTS TO THE NEW
POSITION OF CAPTAIN; AND AT SOME TIME IN THE FUTURE TO REQUEST ANOTHER EXAMINATION FOR
THE TITLE CAPTAIN, FOR WHICH POLICE LIEUTENANTS, LIEUTENANTS AND DETECTIVES WITH THREE
YEARSI EXPERIENCE IN THESE TITLES, WILL BE ELIGIBLE.
