RESOLVED, That upon the pertinent appeal of the
Spiegler Construction Company, under the Zoning Code to relax
the building ground coverage standards on property located on
the north side of Grand Avenue between Wheeler Street and
Fairview Avenue, more particularly described as Lots 4 and 5,
Block 3, Elmer and Morrison's rearrangement of part of Macalester
Park, that the provisions of said Zoning Code hereby are determined
and varied in their application, as and to the extent necessary
therefor, to accommodate a 20 -unit apartment building; and be it
RESOLVED FURTHER, That said Spiegler Construction
Company be permitted to install and operate a 20 -car off - street
parking facility accessory to the proposed 20 -unit apartment
building, on the real estate described above, all in accordance
with the final plans dated July 9 1964, subject to the condition
that said appellant - applicant, and its successors and assigns,
otherwise, shall make due compliance with all applicable pro-
visions of municipal ordinances, State statutes and rules and
regulations of public authorities having cognizance.

in the City Council Chamber in the
City Hall and Court House, in the
matter of the appeal of Spiegler Con-
struction Co., under Chapters 60 to 64
inclusive, St. Paul Legislative Code,
Zoning Code, for relaxation of building
ground coverage standards on the fol-
lowing described property: ,Lots 4 and
5. Block 3, Elmer and Morrison's Re-
arrangement of Macalester Park, on

Dear Sir:
This is in the matter of the Spiegler Construction Company's 1) appeal
to relax the building ground coverage standards of Chapter 60.24 of the
Legislative Zoning Code, and 2) application for a 20 car off -street
parking lot accessory to a proposed 20 unit apartment building on pro-
perty located on the north side of Grand Avenue between Wheeler Street
and Fairview Avenue which is described as Lots 4 and 5, Block 3, Elmer
and Morrison's rearrangement of part of Macalester Park.
This matter was heard by the City Council on July 1, 1964 and referred
back to the Board of Zoning for reconsideration. The applicant has re-
duced the number of units proposed to 20, and amended his parking lot
plan to 20 car spaces which provides for all of the parking in front of
the building.
The Board of Zoning considered this matter at its regular meetings on
July'23, and August 6, 1964. In view of the fact that the first floor of
the building has already been erected, and the off -street parking plan
meets all of the required standards, the Board of Zoning recommends the
granting of the appeal to relax the building ground coverage standards
and the application for a 20 car off -street parking lot on the above
described property in accordance with final plans dated July 9, 1964.
