Gerber Jr. City Clerk £ - August 25, 1964 - 9 t ` _._- .S Building Dear Sir: This is in the matter of the application and appeal of the St. Paul Housing and Redevelopment Authority for 1) a permit for a 139 car off - street parking facility, and 2) relax the l to 1 off - street parking ratio requirement to 1 to 3 with respect to the high -rise housing for senior citizens on property known as the Dunedin Terrace Public Housing Site. The legal description of the ,property is,attached. This pro- perty was rezoned to a "C" residence district May 9, 1964 for this-, specific development. The Board of Zoning considered this matter at its regular meeting on July 1, 1964. The staff reported that it is proposed to erect 22 four- unit residences (88units) and one high -rise, 145 unit apartment structure for senior citizens comprising a total of 233 units with off - street park- ing for 139 cars.- The off - street parking lot plan meets all of the stand- ards for-this type of facility, and has been approved by the Traffic Engineer and staff.. The requested relaxation of the off - street parking ratio appears reasonable and in keeping with similar relaxations granted for residences for senior citizens. The Housing Authority reported that the 1 - 3 off - street parking provided for its other facilities for Senior Citizens is adequate. Based on these findings, the Board of Zoning recommends the granting of the appeal as outlined above, and the application for a 139 car off - street parking facility on the above described property in accordance with final plans May 27, 1964. On the basis of need surveys heretofor conducted by the Authority at the Mt. Airy Hi -Rise Building for the elderly a 1 to 3 ratio has been deemed more than sufficient to handle parking for the residents and their visitors. A 1 to 3 ratio has been approved by your Honorable Body for the Valley Apartments, Neill Apartments and Central Apartments and has likewise proved sufficient to adequately handle the parking needs of these projects for the elderly. The Authority therefore requests relaxation of the offstreet parking requirements of the Zoning Code to provide 51 vehicle spaces for the 145 units in the Dunedin Hi -Rise Building.
