A study conducted by the Office of Human Resources detexmined that the creation of the Seniox Policy Analyst classification at grade
2�of the Non-Represented salary schedule was appropriate.

THIS IS AN UNCLASSIFIED POSITION. THIS CLASS SPECIFICATION IS FOR
ADVISORY PURPOSES ONLY AND IS NQT COVERED UNDER ANY
PROVISIONS OF THE CIVIL SERVICE RULES.
Performs expert-level professional work involving collecting, compiling, and analyzing
data; prepares recommendations based on data research. Serves as legal and legislative
reseazch expert and/or serves as Legislative Hearing Officer as described in Chapter 18 of
the Legislative Code. Performs related duties as required.
Supervision Received
Works under the general direction of the department directar.
Supervision Exercised
May exercise general supervision over office assistants and interns.
Competencies
. Demonstrates an understanding of the full range of principles, terms, techniques,
trends and methods involved with conducting analytical and statistical research
and policy analysis. Demonstrates the ability to apply this understanding and
knowledge in resolving the full range of and the most complex problems
associated with the wark and in developing objective policy options for
consideration by the City Council.
• Demonstrates knowledge of local government procedures and practices including
legislative decision-making processes. Demonstrates an understanding of the full
range of Federal, State and local laws, rules, regulations, standards, policies, and
procedures governing issues faced by the Saint Paul City Council.
. Demonstrates an expert understancling of the organizational and unit structure,
policies, rules, regulations, terms, services, mission, and vision of City Council.
• Demonstrates proficiency to research, analyze and provide objective information
and recommendations to City Council regarding difficult and complex issues.
• Demonstrates the ability to reseasch legal precedent and present written and oral
recommendations concerning current and proposed legislation, rules, and
regulations. Demonstrates an ability to conducts specific studies that require
interprering legal informarion on legislation issues.

• Demonstrates an understanding of the software needed to accomplish work
objecrives to include, but not limited to intemet, database, spreadsheet, and word
processing software. Demonstrates sldll in operaring a computer keyboard,
mouse, and peripheral devices such as scanners, copiers, and fas machines.
Demonstrates ability to prepare tables, maps, graphs, spreadsheets, and charts for
visual presentation or to include in various reports.

Requirements
Master's Degree in Public Administration, Urban Studies, Planning, or related field; or be
&censed to practice law in the State of Minnesota and be admitted to the Minnesota Baz;
and four years' professional experience in public administration, policy analysis, or
community development.
