RESOLUTION
CITY OF SAINT PAUL, MINNESOTA
WHEREAS, Chapter 376.16 of the Sautt Paul Legislative Code is amended by CF 06-461 to, in part, update the
disqualifying criminal history for tasi cab license applicants; and
WHEREAS, 06-461 provides for LIEP to review the criminal history of each applicant for a taxi license; and
WHEREAS, the public safety is a primary concern for the Saint Paul City Council; and

WHEREAS, in the spirit of addressing disparities that were revealed by the Itasca ProjecYs in the Mind the Gap
study, the Saint Paul City Council is focusing efforts on remedying the inequalities existing within communities of
cotor and the economically disadvantaged; and
WHEREAS, the Saint Paul Ciry Council strives to ensure the City's regulatory processes does not have dispazate
impact; and
WHEREAS, changes in technology including automated telephone messaging, fax machines, and electronic mail
provide new options for the Ciry to use to conununicate with individuals and organizations; now, therefore, be it
RESOLV$D, that the Saint Paul City Council requests LIEP coilect and transmit data regarding review of taxi cab
license applications, for the period of July 1, 2006 — December 31, 2006, to include: number of existing tazi cab
licenses granted by the Ciry, the number of license applicants during the above period, number of applications
reviewed, number of applications denied and reason for denial (including type of crizninal offense, if applicable);
and, be it
FURTHER RESOLVED, that the City Council also requests LIEP include on its taxi cab license application a
mechanism for applicants who choose to self-report race information; and, be it
FURTHER RESOLVED, the City Council requests this data shall be transmitted by LIEP to Council Research for
analysis no lafer than January 31, 2007.
