WHEREAS, the Legislative Hearing Officer recommends that license application (ID # 0016371) for a
Gambling Location License by Midway Stadium Lounge, doing business as Half Time Rec, at 1013 Front
Avenue, be approved;
THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul hereby approves this Gambling

Louie Walsh, Owner of Midway Stadium Lounge, has applied for a Gambling Location
License at 1013 Front Avenue. I received two letters by the scheduled response date
of December 30.
One letter was received by David A. Ross, 992 Hatch Avenue, who wrote that the
"expansion of gambling is not in the best interest of the community." Racquel Naylor,
Secretary, asked Mr. Ross last week if he would attend a Legislative Hearing on this
matter, and he said he would notify her later. Mr. Ross called later and said that he will
not be attending a Legislative Hearing. Prior to this call, Mr. Ross attended the
Legislative Hearing on January 5 regarding the Gambling Manager License for St.
Bernard's Catholic Church, and he provided similar input on the issuance of that
license. Mr. Ross' letter seems to speak to the issue of gambling in general and not the
license application for Midway Stadium Lounge.
Another letter was received by Jeff Martens, Land Use Task Force Chair of the District
6 Planning Council, 213 Front Avenue, who wrote that they voted unanimously to
approve the ficense for Midway Stadium Lounge.
Given the fact that Mr. Ross does not want to attend a Legislative Hearing for this
application, his objections do not constitute a reason to deny this license, and the
District 6 Planning Council voted to approve this license application, I am
recommending that the City Council approve the resolution to grant the Gambling
Location License to Midway Stadium Lounge.

Our review of your application for a license is in process. Notification has been sent to the
neighborhood and community organization in which you intend to operate giving them unti] Fn•dav,
December 30, 2005 to voice any objections to your license application. If no objections are
received, your license wil] be issued (pending any requiremen[s not completely met) approximately
one week past the date given above.
If objections aze received, a hearing will be scheduled before a legislative hearing officer. You wi11
receive notice of the time, place and date of the scheduled hearing from Marcia Moermond, the
Legislative Hearing Officer. At that heazing, the heazing officer will take testimony from all
interested persons and will make a recommendation to the City Council as to whether the license(s)
should be approved or be referred to an administrative lawjudge for fiuther review. The City
Council will have the final authority to grant or deny this license application.

I received the enclosed License Application Notifications from your office last week. I
wish to oppose both licenses being issued and feel the expansion of gambling is not in the
best interest of the community. I also find it very spiritually repugnant that one of the
applicants is the Church of St. Bernazds.
Gambling is an addicrion and has nrined lives, cazeers and does much harm. I oppose
these licenses being issued.
